At 11: 00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.
Mr. Jordan (Leeds—Grenville) , seconded by Mr. Bertrand (Pontiac—Gatineau—Labelle) , moved, — That, in the opinion of this House, the government should develop and report annually on a set of social, environmental and economic indicators of the health and well-being of people, communities and ecosystems in Canada. (Private Members' Business M-385)
Debate arose thereon.
The question was put on the motion and, pursuant to Standing Order 93(1), the recorded division was deferred until Wednesday, June 4, 2003, at the beginning of the time provided for Private Members’ Business.

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice, immediately after the adoption of this Order, the Minister of State and Leader of the Government in the House of Commons shall introduce and propose first reading of a bill entitled “An Act to amend the Members of Parliament Retiring Allowances Act and the Parliament of Canada Act” which shall be disposed of as follows:
1. The House shall proceed immediately to the second reading stage of the said bill, during which no Member shall speak for more than ten minutes;
2. After not more than one hour of debate, or when no Member rises to speak, whichever is earlier, the Bill shall be deemed read a second time on division and referred to a Committee of the Whole, deemed reported without amendment, deemed concurred in at the report stage on division and deemed read a third time and passed on division.

Pursuant to Order made earlier today, on motion of Mr. Boudria (Glengarry—Prescott—Russell) , seconded by Ms. Robillard (President of the Treasury Board) , Bill C-39, An Act to amend the Members of Parliament Retiring Allowances Act and the Parliament of Canada Act, was introduced, read the first time, ordered to be printed and ordered for a second reading later today.

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Members of Parliament Retiring Allowances Act and the Parliament of Canada Act”.
