The House resumed consideration of the motion of Mr. Pacetti (Saint-Léonard—Saint-Michel) , seconded by Ms. Neville (Winnipeg South Centre), — That the following Address be presented to Her Excellency the Governor General:

To Her Excellency the Right Honourable Adrienne Clarkson, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, Governor General and Commander-in-Chief of Canada.

MAY IT PLEASE YOUR EXCELLENCY:

We, Her Majesty's most loyal and dutiful subjects, the House of Commons of Canada, in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament.

Mr. Harper (Calgary Southwest) , seconded by Mrs. Skelton (Saskatoon—Rosetown—Biggar) , moved the following amendment, — That the motion be amended by adding the following:

“And this House regrets to inform Your Excellency that, once again Your advisers have recycled an empty vision, have resorted to grandiose rhetoric and intend to implement expensive programs at a time when Canadians are looking for practical solutions to the challenges we face, including lower taxes and debt, reducing government waste, promoting economic growth and jobs, reforming health care, protecting our sovereignty and strengthening the family.”.

Debate arose thereon.

Mr. Duceppe (Laurier—Sainte-Marie) , seconded by Mr. Brien (Témiscamingue) , moved the following subamendment, — That the amendment be amended by adding between the words “programs” and “at” the following:

“notwithstanding the jurisdictions of Quebec and the other provinces ”.
