Business of Supply
The Order was read for the consideration of the Business of Supply.
Mr. Harper (Calgary Southwest) , seconded by Mr. Hill (Macleod) , moved, — That the House of Commons express its regret and apologize for offensive and inappropriate statements made against the United States of America by certain Members of this House; that it reaffirm the United States to be Canada’s closest friend and ally and hope that the U.S.-led coalition in Iraq is successful in removing Saddam Hussein’s regime from power; and that the House urge the Government of Canada to assist the coalition in the reconstruction of Iraq.
Debate arose thereon.
Motions
By unanimous consent, it was ordered, — That, following the conclusion of the debate on today's opposition motion, all questions necessary to dispose of the motion be deemed put and a recorded division deemed requested and deferred until Tuesday, April 8, 2003, at the expiry of the time provided for Oral Questions.

Royal Assent
A message was received informing the Commons that on April 3, 2003, at 4:35 p.m., Her Excellency the Governor General signified Royal Assent by written declaration to the following Bills:
Bill C-3, An Act to amend the Canada Pension Plan and the Canada Pension Plan Investment Board Act — Chapter No. 5;
Bill C-227, An Act respecting a national day of remembrance of the Battle of Vimy Ridge — Chapter No. 6.
Private Members' Business
At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.
Mr. Paquette (Joliette) , seconded by Mr. Bergeron (Verchères—Les-Patriotes) , moved, — That, in the opinion of this House, any free trade agreement entered into by Canada, whether bilateral or multilateral, must include rules for the protection of foreign investments which do not violate the ability of parliamentary and government institutions to act, particularly on behalf of the common good, and must exclude any investor-state redress provisions and consequently, the Canadian government must enter into negotiations with its American and Mexican partners with a view to bringing the North American Free Trade Agreement (NAFTA) in line with the aforementioned principles. At 6:28 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.
The Order was read for the second reading and reference to the Standing Committee on Environment and Sustainable Development of Bill C-235, An Act to protect human health and the environment by oxygenating automotive fuels.
Mr. Lincoln (Lac-Saint-Louis) , seconded by Ms. Karetak-Lindell (Nunavut) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Environment and Sustainable Development.
Debate arose thereon.
Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
