At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Citizenship and Immigration of Bill C-343, An Act to amend the Citizenship Act.

Mr. Stinson (Okanagan—Shuswap) , seconded by Mr. Ritz (Battlefords—Lloydminster) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Citizenship and Immigration.

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

The House resumed consideration of the motion of Ms. McLellan (Minister of Health) , seconded by Mr. Vanclief (Minister of Agriculture and Agri-Food) , — That Bill C-13, An Act respecting assisted human reproduction, be now read a third time and do pass;

And of the amendment of Mr. Merrifield (Yellowhead) , seconded by Mr. Penson (Peace River) , — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“Bill C-13, An Act respecting assisted human reproduction, be not now read a third time but be referred back the Standing Committee on Health for the purpose of reconsidering Clause 18 with the view to allow children born through donor eggs or sperm to know the identity of their biological parents.”.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Skelton (Saskatoon—Rosetown—Biggar) , seconded by Mr. Reynolds (West Vancouver—Sunshine Coast) , Bill C-426, An Act to provide for the establishment and implementation of a national program to prevent school computers being used to make contacts or access material that is potentially harmful to students, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Order 39(7), Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the return to the following question made into an Order for Return:

Q-161 — Mr. Ritz (Battlefords—Lloydminster) — With respect to government real estate holdings over the past six years (1997 to 2003): (a) what was the total square footage owned by the goverment; (b) specifying the names of the buildings, real estate agents involved, commissions paid to the said agents, puchase prices or lease prices, and names and addresses of the vendors, what new buildings were acquired or leased; and (c) in cases where financing was required, what companies provided the financing, what were the amounts and what interest rates were charged? — Sessional Paper No. 8555-372-161.

Government Orders

The House resumed consideration of the motion of Mr. Cauchon (Minister of Justice) , seconded by Mr. Collenette (Minister of Transport) , — That, in relation to the amendments made by the Senate to Bill C-10, An Act to amend the Criminal Code (cruelty to animals and firearms) and the Firearms Act, this House concurs with the Senate's division of the Bill into two parts, namely, Bill C-10A, An Act to amend the Criminal Code (firearms) and the Firearms Act, and Bill C-10B, An Act to amend the Criminal Code (cruelty to animals), but

That this House, while disapproving of any infraction of its privileges or rights by the other House, in this case waives its claim to insist upon such rights and privileges, but the waiver of said rights and privileges is not to be drawn into a precedent; and

That a Message be sent to the Senate to acquaint Their Honours therewith;

And of the amendment of Mr. Hilstrom (Selkirk—Interlake) , seconded by Mr. Bailey (Souris—Moose Mountain) , — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“, in relation to the amendments made by the Senate to Bill C-10, An Act to amend the Criminal Code (cruelty to animals and firearms) and the Firearms Act, this House does not concur with the Senate's division of the Bill into two parts, namely, Bill C-10A, An Act to amend the Criminal Code (firearms) and the Firearms Act, and Bill C- 10B, An Act to amend the Criminal Code (cruelty to animals), since it is the view of this House that such alteration to Bill C-10 by the Senate is an infringement of the rights and privileges of the House of Commons; and

That this House asks that the Senate consider Bill C- 10 in an undivided form; and

That a Message be sent to the Senate to acquaint Their Honours therewith.”.

Mr. Breitkreuz (Yorkton—Melville) , seconded by Mr. Ritz (Battlefords—Lloydminster) , moved the following subamendment, — That the amendment be amended by adding after the words “Bill C-10 by the Senate” the words “goes beyond the authority of the Senate and”.
