Q-27 — Mr. Duceppe (Laurier—Sainte-Marie) — With respect to the payments of grants and contributions by Industry Canada, including the Canada Economic Development Agency for Quebec, for the 75 federal ridings in Quebec in fiscal years 2000-2001, 2001-2002, 2002-2003 and 2003-2004, can the government provide the following information: (a) the name of each recipient organization; (b) the date of the payment; (c) the amount; (d) the name of each program; and (e) the federal riding in which each recipient organization is located? — Sessional Paper No. 8555-373-27.
Government Orders
The House resumed consideration of the motion of Mr. Goodale (Minister of Finance) , seconded by Mr. Saada (Leader of the Government in the House of Commons) , — That this House approves in general the budgetary policy of the government; (Ways and Means Proceedings No. 1)
And of the amendment of Mr. Harper (Calgary Southwest) , seconded by Mr. Reynolds (West Vancouver—Sunshine Coast) , — That the motion be amended by deleting all the words after the word “That” and substituting the following:
“this House rejects the government's budget because it is an agenda for underachievement that fails to eliminate wasteful spending like the gun registry, corporate welfare and the $160 million misappropriated at DND; and because, by perpetuating liberal government favoritism through corrupt programs like Adscam, it is an affront to Canadians' funding priorities that would address ever increasing hospital waiting lines, student debt, over burdened and under equipped soldiers, tax relief, and debt retirement.”;
And of the subamendment of Mr. Paquette (Joliette) , seconded by Mr. Bachand (Saint-Jean) , — That the amendment be amended by deleting all the words after the words “affront to” and substituting the following:
“the budget priorities of Quebeckers and Canadians such as increased health care transfer payments, funding for social housing, assistance to softwood lumber workers and industries, improvements to the employment insurance program, and full retroactivity for the guaranteed income supplement.”.

Whereupon, Mr. O'Reilly (Haliburton—Victoria—Brock) , seconded by Mrs. Parrish (Mississauga Centre) , moved, — That the matter of the question of privilege raised on Thursday, March 11, 2004, be referred to the Standing Committee on Procedure and House Affairs.
The question was put on the motion and it was agreed to.
