At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.
The House resumed consideration of the motion of Ms. Marleau (Sudbury) , seconded by Mr. Vanclief (Prince Edward—Hastings) , — That Bill C-439, An Act to establish the office of the Ombudsman for Older Adult Justice and the Canadian Older Adult Justice Agency and to amend the Criminal Code, be now read a second time and referred to the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness.
The debate continued.
The question was put on the motion and, pursuant to Standing Order 93(1), the recorded division was requested and deferred until Wednesday, March 31, 2004, immediately before the time provided for Private Members' Business.

The House resumed consideration of the motion of Mr. Goodale (Minister of Finance) , seconded by Mr. Saada (Leader of the Government in the House of Commons) , — That this House approves in general the budgetary policy of the government; (Ways and Means Proceedings No. 1)
And of the amendment of Mr. Harper (Calgary Southwest) , seconded by Mr. Reynolds (West Vancouver—Sunshine Coast) , — That the motion be amended by deleting all the words after the word “That” and substituting the following:
“this House rejects the government's budget because it is an agenda for underachievement that fails to eliminate wasteful spending like the gun registry, corporate welfare and the $160 million misappropriated at DND; and because, by perpetuating liberal government favoritism through corrupt programs like Adscam, it is an affront to Canadians' funding priorities that would address ever increasing hospital waiting lines, student debt, over burdened and under equipped soldiers, tax relief, and debt retirement.”.
