Tabling of Documents
Pursant to Standing Order 28(2)(b), the Speaker laid upon the Table, — The House of Commons Calendar for the year 2009. — Sessional Paper No. 8527-401-1.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Scarpaleggia (Lac-Saint-Louis), seconded by Mr. Savage (Dartmouth—Cole Harbour), Bill C-228, An Act respecting the preservation of Canada’s water resources, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Motions

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, at 4:00 p.m. on Thursday, November 27, 2008, the Speaker shall interrupt the proceedings to permit the Minister of Finance to make a statement; after the statement a Member from each recognized opposition party may reply for not more than 15 minutes; after each recognized opposition party has replied, or when no Member rises to speak, whichever comes first, the House shall resume consideration of the business before it prior to the interruption; and that all questions necessary to dispose of any Ways and Means motions related to the said statement may be put on Monday, December 1, 2008, at the end of Government Orders, provided that, for the sole purpose of introducing a bill based upon the said Ways and Means motion, the House thereafter revert to the rubric Introduction of Government Bills after which the House shall adjourn to the next sitting day.


By unanimous consent, it was ordered, — That, notwithstanding the calendar tabled by the Speaker pursuant to Standing Order 28(2)(b), the House not sit on Friday, January 30, Thursday, April 30 and Friday, May 1, 2009; that, notwithstanding the Standing Orders and usual practice of the House, on Wednesday, April 29, 2009, after the daily routine of business, no dilatory motions or requests for unanimous consent shall be received by the Speaker; and that, notwithstanding the provisions of Standing Order 81(10)(a), there shall be six days allotted to the Business of Supply pursuant to Standing Order 81 in the period ending March 26, 2009, with three days allotted to the Official Opposition, two to the Bloc Québécois and one to the New Democratic Party.


Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Address in Reply to the Speech from the Throne

The House resumed consideration of the motion of Ms. Hoeppner (Portage—Lisgar), seconded by Mr. Dechert (Mississauga—Erindale), — That the following Address be presented to Her Excellency the Governor General of Canada:

To Her Excellency the Right Honourable Michaëlle Jean, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, Chancellor and Commander of the Order of Merit of the Police Forces, Governor General and Commander-in-Chief of Canada.
MAY IT PLEASE YOUR EXCELLENCY:
We, Her Majesty's most loyal and dutiful subjects, the House of Commons of Canada, in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament;
And of the amendment of Mr. Dion (Saint-Laurent—Cartierville), seconded by Mr. Brison (Kings—Hants), — That the motion be amended by adding the following:
“and we urge Your Excellency’s advisors to respect the results of the election in which more than 60 percent of voters supported Members of Parliament in the opposition;
to bear in mind that people express their wishes as much through the opposition as through the government;
to recognize that Canadians rightfully expect the House of Commons they just elected to function in a less partisan, more constructive and collaborative manner, with the first responsibility for setting a better tone being that of the government which requires the government to be more forthcoming than it has been up to now; and
to that end, given the crucial nature of the up-coming economic and fiscal update, to provide representatives of opposition parties with a detailed briefing by appropriate senior officials at least three hours in advance of the public presentation of the update, so all Members of Parliament can be properly equipped to deal with the serious economic difficulties confronting Canadians”.

Motions

By unanimous consent, it was resolved, — That the House recognize National Violence Against Women Prevention Week and call on the government to develop a violence prevention strategy to deal with the growing number of victims of violence against women, particularly among aboriginal women, who are more than three times as likely to be victims of domestic violence as non-aboriginal women.

The House resumed consideration of the motion of Ms. Hoeppner (Portage—Lisgar), seconded by Mr. Dechert (Mississauga—Erindale), in relation to the Address in Reply to the Speech from the Throne;
