Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hill (Leader of the Government in the House of Commons) for Mr. Nicholson (Minister of Justice), seconded by Mr. O'Connor (Minister of State), Bill C-58, An Act respecting the mandatory reporting of Internet child pornography by persons who provide an Internet service, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Reports from Interparliamentary Delegations

Pursuant to Standing Order 34(1), presented the report of the Canadian delegation of the Canada-Japan Inter-parliamentary Group respecting the annual Co-Chairs' visit to Tokyo, Japan, from April 4 to 10, 2009. — Sessional Paper No. 8565-402-57-05.

Motions

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, under the rubric “Motions” during Routine Proceedings today, the Member for Sault Ste. Marie may move a motion to concur in the Sixth Report of the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities, presented on Friday, November 20, 2009, provided that no Member may speak in debate for more than five minutes and that, following a speech from a Member of each recognized party, the motion shall be deemed adopted.

Pursuant to Order made earlier today, Mr. Martin (Sault Ste. Marie), seconded by Ms. Davies (Vancouver East), moved, — That the Sixth Report of the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities, presented on Friday, November 20, 2009, be concurred in. Mr. Comartin (Windsor—Tecumseh), seconded by Ms. Leslie (Halifax), moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“Bill C-36, An Act to amend the Criminal Code, be not now read a third time but be referred back to the Standing Committee on Justice and Human Rights for the purpose of reconsidering Clauses 2, 3, 4, 5 and 6 with a view to making any amendments which may be called for as a result of information undertaken to be placed before the Committee by departmental officials on November 4, 2009, but which the office of the Minister of Public Safety failed to provide before the Committee considered the Bill at clause-by-clause.”.

Pursuant to Order made Friday, November 20, 2009, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Bigras (Rosemont—La Petite-Patrie), seconded by Ms. Bonsant (Compton—Stanstead), — That, in the opinion of the House, Canada should commit to propose at the Copenhagen conference on climate change:
1. reducing, through absolute reduction targets, greenhouse gas emissions in industrialized countries to 25% lower than 1990 levels, by 2020;
2. the necessity of limiting the rise in global temperatures to less than 2^oC higher than in the preindustrial era; and
3. supporting the developing countries in their efforts to reduce greenhouse gases and adapt to climate change.
