Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Sorenson (Minister of State (Finance)) for Mr. Ritz (Minister of Agriculture and Agri-Food), seconded by Mr. Gosal (Minister of State (Sport)), Bill C-48, An Act to amend the Canada Grain Act and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Canada Grain Act and to make consequential amendments to other Acts”.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Sorenson (Minister of State (Finance)) for Mr. Moore (Minister of Industry), seconded by Mr. Gosal (Minister of State (Sport)), Bill C-49, An Act to amend the Competition Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, at the expiry of the time provided for Oral Questions on Thursday, December 11, 2014, the House resolve itself into a Committee of the Whole in order to thank the Security personnel of the House of Commons for the professionalism demonstrated on Wednesday, October 22, 2014; that the Speaker be permitted to preside over the Committee of the Whole and make remarks on behalf of the House; and that, when the proceedings of the Committee have concluded approximately 10 minutes later, the Committee shall rise and the House shall resume its business.

Government Orders

Mr. Van Loan (Leader of the Government in the House of Commons) for Mr. Oliver (Minister of Finance), seconded by Mr. Gosal (Minister of State (Sport)), moved, — That the Bill be now read a third time and do pass.

Debate arose thereon.

Mr. Caron (Rimouski-Neigette—Témiscouata—Les Basques), seconded by Mr. Rousseau (Compton—Stanstead), moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“this House decline to give third reading to C-43, A Second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, because it:

(a) amends dozens of unrelated Acts without adequate parliamentary debate and oversight;

(b) fails to take meaningful action to create jobs and address weak economic growth;

(c) seeks to restrict refugee claimants’ access to social assistance, despite no demonstrated fiscal need or request from provinces for such measures;

(d) introduces patent law changes which could lead to costly litigation against the government;

(e) implements a job credit whose job impacts have not been analyzed by the government itself, and which will deplete a significant sum from the Employment Insurance fund; and

(f) breaks the government’s promises to protect small businesses from merchant fees and to ban banks from charging pay-to-pay fees.”.

Debate arose thereon.

Royal Assent
