Minutes of Proceedings
It was agreed, — That the draft report be adopted.
It was agreed, — That the report be entitled: "An Interim Report: Infrastructure and Smart Communities".
It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.
ORDERED, — That the Chair present the report to the House.
It was agreed, — That the Committee resume its study on the Canadian Transportation and Logistics Strategy by focusing on trade corridors in the Pacific Canada and Great Lakes/St. Lawrence regions for a total of four meetings.
It was agreed, — That, as time and resources permit, the Committee continue its study on the Canadian Transportation and Logistics Strategy with all other regions, namely Northern Canada, Western Canada, Central Canada, Eastern Canada and Atlantic Canada, and that four meetings be dedicated to this study per every region.
It was agreed, — That members submit their witness list on the study of Canadian Transportation and Logistics Strategy, in order of priority, to the Clerk of the Committee, before end of day on Monday, January 15, 2018.
It was agreed, — That the draft report, as amended, be adopted.
It was agreed, — That the report be entitled: "Lead in Drinking Water".
It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.
It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.
ORDERED, — That the Chair present the report to the House.
At 4:25 p.m., the sitting was suspended.
At 4:26 p.m., the sitting resumed in public.
The Chair called Clause 1.
The Committee commenced its clause-by-clause study of the Bill.
On Clause 1,
Robert Aubin moved, — That Bill C-344, in Clause 1, be amended by adding after line 12 on page 1 the following:“(1.1) Before awarding a contract for the construction, maintenance or repair of public works, federal real property or federal immovables, the Minister shall consult the public in order to assess the local need for community benefits.
After debate, the question was put on the amendment of Robert Aubin and it was negatived, by a show of hands: YEAS: 1; NAYS: 5.
(a) by replacing line 13 on page 1 with the following:
“(2) Before awarding a contract for the”

“(2.01) The Minister shall, before awarding a contract for the construction, maintenance or repair of public works, federal real property or federal immovables, require bidders on the proposal to provide information on the measures considered to
(a) reduce the environmental impact of the work, property or immovable;
(b) ensure respect for the biological diversity and ecological integrity of the surrounding ecosystems and contribute to their maintenance; and
(c) ensure that the work, property or immovable is adapted to the effects of climate change.”
After debate, the question was put on the amendment of Robert Aubin and it was negatived, by a show of hands: YEAS: 1; NAYS: 5.
“(2.1) The information to be provided must specify
(a) the number of apprentices the bidder plans to employ, broken down by trade;
(b) the measures that he or she intends to implement to help these apprentices complete their training under the apprenticeship contracts; and
(c) the measures that he or she intends to take to increase the employment opportunities for apprentices who are women, Aboriginal persons, newcomers, at-risk youth, veterans or local residents or for apprentices who belong to any other prescribed category of persons.”
After debate, the question was put on the amendment of Robert Aubin and it was negatived, by a show of hands: YEAS: 1; NAYS: 3.

It was agreed, — That the Clerk of the Committee invite the Minister of Transport and Department Officials to appear for the duration of one meeting to launch the study of Bill C-64.
It was agreed, — That, in addition to the meeting with the Minister of Transport and Department Officials, four meetings be dedicated to the study of Bill C-64.
