Message on Estimates

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Freeland (Minister of International Trade), seconded by Mr. Sohi (Minister of Infrastructure and Communities), Bill C-31, An Act to implement the Free Trade Agreement between Canada and Ukraine, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))
His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to implement the Free Trade Agreement between Canada and Ukraine”.

Mr. Calkins (Red Deer—Lacombe), seconded by Mr. Doherty (Cariboo—Prince George), moved, — That, in the opinion of the House, the Conflict of Interest and Ethics Commissioner should be granted the authority to oversee and enforce the directives to Ministers listed in Open and Accountable Government in order to end the current practice of “cash-for-access” by ensuring there is no preferential access to government, or appearance of preferential access, accorded to individuals or organizations because they have made financial contributions to politicians or political parties.

Debate arose thereon.
