Pursuant to Standing Order 34(1), presented the report of the Canadian Branch of the Assemblée parlementaire de la Francophonie (APF) respecting its participation at the Meeting of the Cooperation and Development Committee of the APF, held in Réunion Island, France, from March 2 to 4, 2017. — Sessional Paper No. 8565-421-52-10.

Mrs. Vecchio (Elgin—Middlesex—London), seconded by Mr. Brassard (Barrie—Innisfil), moved, — That, in the opinion of the House, organizations that engage in non-political non-activist work, such as feeding the homeless, helping refugees, and giving kids an opportunity to go to camp, should be able to access Canada Summer Jobs funding regardless of their private convictions and regardless of whether or not they choose to sign the application attestation.

Statement by the Speaker

Pursuant to Standing Order 69.1, the Speaker divided the question with respect to the second reading of Bill C-69, An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts, as follows:

Part 1 regarding the Impact Assessment Act, Part 2 regarding the Canadian Energy Regulator Act, the title, preamble, schedule and all clauses in Part 4 except clauses 85, 186, 187 and 195; and

Part 3 regarding the Navigation Protection Act and clauses 85, 186, 187 and 195 of Part 4.
