The House resumed consideration of the motion of Ms. Mihychuk (Minister of Employment, Workforce Development and Labour), seconded by Mr. Sohi (Minister of Infrastructure and Communities), — That Bill C-4, An Act to amend the Canada Labour Code, the Parliamentary Employment and Staff Relations Act, the Public Service Labour Relations Act and the Income Tax Act, be now read a third time and do pass;

And of the amendment of Mr. Gourde (Lévis—Lotbinière), seconded by Mr. Deltell (Louis-Saint-Laurent), — That the motion be amended by deleting all the words after the word “That” and substituting the following:
“Bill C-4, An Act to amend the Canada Labour Code, the Parliamentary Employment and Staff Relations Act, the Public Service Labour Relations Act and the Income Tax Act, be not now read a third time, but be referred back to the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities for the purpose of reconsidering clauses 5 to 11 with a view to preserving provisions of the existing law which stipulate that the certification and decertification of a bargaining agent must be achieved by a secret ballot vote-based majority.”.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Monday, October 17, 2016, at the ordinary hour of daily adjournment.

Ms. Bergen (Portage—Lisgar), seconded by Mr. Aboultaif (Edmonton Manning), moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the House decline to give second reading to Bill C-24, An Act to amend the Salaries Act and to make a consequential amendment to the Financial Administration Act, since the Bill: (a) lacks transparency by failing to disclose the government’s plans with respect to the creation of additional Ministers to be appointed in the future and changes in the financial status of others; and (b) enshrines in law the government’s decision to eliminate regional Ministers responsible for regional economic development agencies.”.
