Motions

By unanimous consent, it was resolved, — That the House join the more than 69 742 Canadian supporters of House of Commons petition e-411 in condemning all forms of Islamophobia.


By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, following Question Period on Wednesday, November 2, 2016, the House resolve itself into a Committee of the Whole in order to welcome Canada's 2016 Rio Olympic and Paralympic Games athletes; that the Speaker be permitted to preside over the Committee of the Whole and make welcoming remarks on behalf of the House; and, when the proceedings of the Committee have concluded, the Committee shall rise.


By unanimous consent, it was resolved, — That the House condemn all forms of persecution against all religious groups, including Christians, Jews, Hindus, Buddhists, Sikhs, and Muslims.

Pursuant to Standing Order 93(1), the House proceeded to the taking of the deferred recorded division on the motion of Mr. Ste-Marie (Joliette), seconded by Ms. Pauzé (Repentigny), — That, in the opinion of the House, the government should put an end to the widespread tax avoidance practised by many shell companies set up in Barbados by Canadian companies, by amending subsection 95(1) of the Income Tax Act and section 5907 of the Income Tax Regulations to specify that no business that is entitled to a special tax benefit conferred by Barbados under the Canada-Barbados Income Tax Agreement Act, 1980, shall be exempt from taxation because of a tax treaty. Pursuant to Standing Order 93(1), the House proceeded to the taking of the deferred recorded division on the main motion, as amended, of Mrs. Jordan (South Shore—St. Margarets), seconded by Mrs. Shanahan (Châteauguay—Lacolle), — That, in the opinion of the House, the government should, in collaboration with provincial, territorial, municipal and Indigenous organizations: (a) take meaningful steps to address the issue of abandoned and derelict vessels within six months of this motion being adopted by the House; (b) recognize the requirement for the prohibition against the abandonment of a vessel through potential amendments to any relevant legislation; (c) incorporate an educational component within the government’s strategy to address the issue of abandoned vessels in order to inform vessel owners on the risks and consequences of vessel abandonment; (d) improve vessel owner identification by considering widening the scope of the Canadian Register of Vessels; (e) identify mechanisms for government to assist in the removal of an abandoned vessel where its presence creates an economic burden for a community; and (f) consider measures to ensure owners are strictly liable for remediating abandoned vessels, such as acceding to the Nairobi International Convention for the Removal of Wrecks, 2007. At 6:55 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mrs. Lockhart (Fundy Royal), seconded by Mr. Casey (Cumberland—Colchester), — That the Standing Committee on Citizenship and Immigration be instructed to undertake a study on immigration to Atlantic Canada, to consider, among other things, (i) the challenges associated with an aging population and shrinking population base, (ii) possible recommendations on how to increase immigration to the region; and that the Committee report its findings to the House within one year of the adoption of this motion; (Private Members' Business M-39)

And of the amendment of Mr. Virani (Parkdale—High Park), seconded by Ms. Petitpas Taylor (Moncton—Riverview—Dieppe), — That the motion be amended by deleting all the words after the word “(ii)” and substituting the following:
“retention of current residents and the challenges of retaining new immigrants, (iii) possible recommendations on how to increase immigration to the region, (iv) analysis of the Atlantic Immigration Pilot initiatives associated with the Atlantic Growth Strategy; and that the Committee report its findings to the House within one year of the adoption of this motion.”.
