Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Freeland (Deputy Prime Minister and Minister of Finance), seconded by Mr. Beech (Minister of Citizens’ Services), Bill C-56, An Act to amend the Excise Tax Act and the Competition Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Excise Tax Act and the Competition Act”.

By unanimous consent, it was ordered, — That, notwithstanding any standing order, special order, or usual practice of the House:

The House resumed consideration of the motion of Mr. Alghabra (Minister of Transport), seconded by Ms. Petitpas Taylor (Minister of Official Languages and Minister responsible for the Atlantic Canada Opportunities Agency), — That Bill C-33, An Act to amend the Customs Act, the Railway Safety Act, the Transportation of Dangerous Goods Act, 1992, the Marine Transportation Security Act, the Canada Transportation Act and the Canada Marine Act and to make a consequential amendment to another Act, be now read a second time and referred to the Standing Committee on Transport, Infrastructure and Communities;

And of the amendment of Mr. Van Popta (Langley—Aldergrove), seconded by Mr. Muys (Flamborough—Glanbrook), — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the House decline to give second reading to Bill C-33, An Act to amend the Customs Act, the Railway Safety Act, the Transportation of Dangerous Goods Act, 1992, the Marine Transportation Security Act, the Canada Transportation Act and the Canada Marine Act and to make a consequential amendment to another Act, since the bill fails to improve supply chain efficiencies, address rail service reliability, improve labour relations, and weakens the ports’ ability to fulfill their mandate with an Ottawa knows best approach.”.

Motions

By unanimous consent, it was resolved, — That, given that,

(i) according to a report by the Organization for Security and Co-operation in Europe, thousands of children have been forcibly deported by Russia from Ukraine to the Russian Federation,

(ii) the International Criminal Court has issued arrest warrants for Vladimir Putin and Maria Lvova-Belova for the war crime of illegally deporting Ukrainian children to the territory of the Russian Federation,

(iii) the United Nations, the Council of Europe, the European Parliament and the Organization for Security and Co-operation in Europe have strongly condemned the practice of forced transfers and deportation of civilians, including children, by the Russian Federation,

the House:

(a) condemn, with equal firmness, the Russian authorities for the war crimes and genocide constituted by the forced deportation of Ukrainian children to the territory of the Russian Federation, in particular through an abusive selection process known as “filtration” and “re-education camps”; and

(b) call for an immediate end to this practice, and for Ukrainian children to be returned safely to Ukraine by the Russian Federation.

By unanimous consent, it was ordered, — That the membership of the Standing Committee on Procedure and House Affairs be amended as follows: Mr. Lauzon (Argenteuil—La Petite-Nation) for Mr. Turnbull (Whitby) and Mr. Duguid (Winnipeg South) for Mr. Fergus (Hull—Aylmer).
