FAAE Rapport du Comité

Pursuant to Standing Order 108(2), the Committee has considered matters relating to Afghanistan raised in the 10^th Report of the Standing Committee on Foreign Affairs and International Development in the 2^nd Session of the 39^th Parliament, entitled Canada In Afghanistan. The Committee has concurred in the findings of that report, a copy of which is appended.

Pursuant to Standing Order 109, the Committee requests that the Government table a comprehensive response to the Report.

Conformément au paragraphe 108(2), le Comité a étudié des questions touchant l'Afghanistan qui ont été soulevées dans le 10^e Rapport du Comité permanent des affaires étrangères et développement international lors de la 2^e session de la 39^e législature, rapport intitulé Le Canada En Afghanistan. Le Comité a approuvé les conclusions de ce rapport, dont une copie est annexée.

Conformément à l’article 109 du Règlement, le Comité demande que le gouvernement donne une réponse détaillée à ce rapport.

The Standing Committee on Foreign Affairs and International Development (SCFAID) has now tabled much of the material contained within this report on three separate occasions.

This said, the Government members would, once again, like to thank all of the witnesses who came before the committee for their valuable input, however it is important to note that some of this input dates from October of 2006. Nevertheless, their insightful testimony helped the Committee members understand the challenges facing the mission in Afghanistan. It is for this reason that many of these witnesses were further invited to submit presentations before the Independent Panel on Canada’s Future Role in Afghanistan chaired by former Liberal Foreign Minister John Manley.

On March 13, 2008, a motion arising out of the recommendations of the Manley Panel’s final report, passed by the House of Commons with the support of the official opposition, set the parameters that the Afghan mission would focus on until 2011. While the SCFAID report makes many notable observations and recommendations, Parliament has already given clear direction through the March 13, 2008 motion.

The Government continues to work through the Special Parliamentary Committee on Afghanistan, itself a result of the March 13, 2008 motion and in line with the recommendations of the Manley Panel.

Le Comité permanent des affaires étrangères et du développement international (CPAEDI) a présenté, en trois différentes occasions, la plupart des éléments figurant dans ce rapport.

Les membres du gouvernement souhaitent remercier à nouveau tous les témoins qui se sont présentés devant le Comité pour leur inestimable participation. Il est toutefois important de noter que la comparution de plusieurs de ces témoins date d’octobre 2006. Il n’en demeure pas moins que leurs témoignages pertinents ont aidé les membres du Comité à comprendre les difficultés rencontrées part la mission en Afghanistan. C’est pour cette raison que plusieurs de ces intervenants ont été ensuite invités à faire des présentations devant le groupe d’experts indépendants sur le rôle futur du Canada en Afghanistan, présidé par le ministre libéral John Manley.

Le 13 mars 2008, une motion découlant des recommandations du rapport final du groupe Manley, adoptée par le Chambre des communes avec le soutien de l’opposition officielle, a établi les paramètres des priorités sur lesquelles la mission en Afghanistan se concentrerait d’ici 2011. Bien que, dans son rapport, le CPAEDI formule de nombreuses observations et recommandations notables, le Parlement a déjà donné des directives claires au titre de la motion du 13 mars 2008.

Le gouvernement continue son travail par l’entremise du Comité parlementaire spécial sur l'Afghanistan, qui découle lui-même de la motion du 13 mars 2008 et est conforme aux recommandations du groupe Manley.
