| No. 15 — February 13, 2015 — — That, notwithstanding any Standing Order or usual practice of the House, a bill in the name of the Minister of Labour and Minister of Status of Women, entitled An Act to provide for the resumption of rail service operations, shall be disposed of as follows: |
No 15 — 13 février 2015 — — Que, nonobstant tout article du Règlement ou usage habituel de la Chambre, il soit disposé de la manière suivante d’un projet de loi inscrit au nom de la ministre du Travail et ministre de la Condition féminine et intitulé Loi prévoyant la reprise des services ferroviaires : |
| (a) the said bill may be read twice or thrice in one sitting; |
a) le projet de loi pourra être lu deux fois ou trois fois lors d'une même séance; |
| (b) not more than two hours shall be allotted for the consideration of the second reading stage of the said bill, following the adoption of this Order; |
b) au plus deux heures seront accordées aux délibérations à l'étape de la deuxième lecture, après l'adoption du présent ordre; |
| (c) when the bill has been read a second time, it shall be referred to a Committee of the Whole; |
c) lorsque le projet de loi aura été lu une deuxième fois, il sera renvoyé à un comité plénier; |
| (d) any division requested in the Committee shall be deferred until the end of the Committee’s consideration of the bill; |
d) tout vote demandé pendant les travaux du comité sera différé jusqu'à la fin de l'étude du projet de loi par le comité; |
| (e) not more than one hour shall be allotted for the consideration of the Committee of the Whole stage of the said bill; |
e) au plus une heure sera accordée aux délibérations à l'étape du comité plénier; |
| (f) not more than one half-hour shall be allotted for the consideration of the third reading stage of the said bill, provided that no Member shall speak for more than ten minutes at a time during the said stage and that no period for questions and comments be permitted following each Member’s speech; |
f) au plus une demi-heure sera accordée aux délibérations à l'étape de la troisième lecture, sous réserve qu'aucun député ne prenne la parole pendant plus de dix minutes lors de cette étape et qu'aucune période de questions et commentaires ne soit autorisée après l'intervention de chaque député; |
| (g) at the expiry of the time provided for in this Order, any proceedings before the House or the Committee of the Whole shall be interrupted, if required for the purpose of this Order, and, in turn, every question necessary for the disposal of the stage then under consideration, of the said bill shall be put and disposed of forthwith and successively, without further debate or amendment, and no division shall be deferred; |
g) à l'expiration des périodes prévues au présent ordre, toute délibération de la Chambre ou du comité plénier sera, s'il y a lieu, interrompue aux fins du présent ordre, puis toute question nécessaire pour disposer de l'étape à l'étude à ce moment sera mise aux voix immédiatement et successivement, sans plus ample débat ni amendement, et il ne pourra y avoir vote différé; |
| (h) when the Speaker has, for the purposes of this Order, interrupted any proceeding for the purpose of putting forthwith the question on any business then before the House, the bells to call in the Members shall be sounded for not more than thirty minutes; |
h) lorsque, en vertu des dispositions de cet ordre, le Président interrompra des délibérations afin de mettre immédiatement aux voix la question relative à une affaire alors en discussion devant la Chambre, la sonnerie d'appel des députés fonctionnera pendant au plus trente minutes; |
| (i) commencing when the said bill is read a first time and concluding when the said bill is read a third time, the House shall not adjourn except pursuant to a motion proposed by a Minister of the Crown; |

| (j) no motion to adjourn the debate at any stage of the said bill may be proposed except by a Minister of the Crown; and |
j) aucune motion d'ajournement du débat à quelque étape que ce soit ne pourra être proposée, sauf si elle est présentée par un ministre; |
| (k) during the consideration of the said bill in the Committee of the Whole, no motion that the Committee rise or that the Committee report progress may be proposed except by a Minister of the Crown. |
