The House resumed consideration of the motion of Mr. Christopherson (Hamilton Centre), seconded by Ms. Charlton (Hamilton Mountain), — That, in the opinion of the House, the government should: (a) apologize to the people of Hamilton for approving the 2007 foreign takeover of Stelco by U.S. Steel, on the grounds that it has failed to provide a net benefit to Hamilton and Canada; (b) make public the commitments U.S. Steel agreed to under the Investment Canada Act in respect of the acquisition of Stelco Inc. in 2007, and the 2011 out-of-court settlement, concerning employment and production guarantees and maintenance of the employee pension system; and (c) take immediate action to ensure pension benefits for the 15,000 employees and pensioners remain fully funded and protected, including amending the Bankruptcy and Insolvency Act and the Companies Creditors Arrangement Act to protect worker pensions in the event of bankruptcy. Christopherson (Hamilton-Centre), appuyé par Mme Charlton (Hamilton Mountain), — Que, de l’avis de la Chambre, le gouvernement devrait : a) s’excuser auprès des gens de Hamilton d’avoir approuvé la prise de contrôle de Stelco en 2007 par la U.S. Steel, faute d’un avantage net pour Hamilton et le Canada; b) rendre publics les engagements que la U.S. Steel a acceptés aux termes de la Loi sur Investissement Canada en lien avec l’acquisition de Stelco Inc. en 2007 et dans le cadre du règlement à l’amiable de 2011, concernant les garanties d’emploi et de production et le maintien du régime de pensions des employés; c) agir sans tarder pour garantir que les prestations de retraite des 15 000 employés et pensionnés restent entièrement capitalisées et protégées, notamment en modifiant la Loi sur la faillite et l’insolvabilité et la Loi sur les arrangements avec les créanciers des compagnies afin de protéger les pensions des travailleurs en cas de faillite.
