Statements by Ministers

Pursuant to Standing Order 33(1), Mr. Eggleton (President of the Treasury Board and Minister responsible for Infrastructure) made a statement.

Presenting Reports from Committees

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 60th Report of the Committee, which was as follows:

The Committee recommends, pursuant to Standing Orders 104 and 114, the following change in the membership of the Standing Committee on Human Rights and the Status of Disabled Persons: Breitkreuz (Yellowhead) for Ramsay.

The Committee further recommends that where a Member is appointed as permanent member to a committee in accordance with this report and to which he was previously appointed Associate Member, that the name of the Member be struck from the list of Associate Members of the said Committee.

A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 40 which includes this Report) was tabled.

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 61st Report of the Committee (amendments to the Standing Orders). -- Sessional Paper 8510-351-80.

A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 40 which includes this Report) was tabled.

Motions

By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Ms. Augustine (Parliamentary Secretary to the Prime Minister), moved, -- That the 60th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

The question was put on the motion and it was agreed to.

By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Ms. Augustine (Parliamentary Secretary to the Prime Minister), moved, -- That, concerning the study of Bill C-64, An Act respecting employment equity, the House authorize the necessary personnel of the Standing Committee on Human Rights and the Status of Disabled Persons to travel from place to place in Canada for the purpose of holding video-teleconferences during the weeks of February 20 and 27, 1995.

The question was put on the motion and it was agreed to.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Loubier (Saint-Hyacinthe -- Bagot), seconded by Mr. Laurin (Joliette), moved, -- That this House call upon the government in its next budget to avoid any tax increases targeting low and middle-income taxpayers and to consider instead trimming the fat from the government, eliminating tax expenditures which primarily benefit large corporations and wealthy Canadians and collecting on unpaid tax debts owed to the federal government.

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 5:36 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

Ms. Cohen (Windsor -- St. Clair), seconded by Mrs. Finestone (Secretary of State (Multiculturalism) (Status of Women)), moved, -- That this House, recognizing the fundamental Canadian right of religious freedom and the courageous contributions of our veterans of all faiths, urge the Royal Canadian Legion and its constituent branches to reconsider their recent decision so that all of their members will have access to their facilities without having to remove religious head coverings including the Sikh turban and the Jewish kipa. (Private Members' Business M-310)

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.
