At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Breitkreuz (Yellowhead), seconded by Mr. Stinson (Okanagan -- Shuswap), moved, -- That, in the opinion of this House, the government should immediately take the required measures to privatize all operations and services of the Canada Post Corporation. (Private Members' Business M-312)

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-108, An Act to amend the National Housing Act, as reported by the Standing Committee on Government Operations without amendment.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Riis (Kamloops), seconded by Ms. McLaughlin (Yukon), Bill C-359, An Act to require the withdrawal of Canada from the North American Free Trade Agreement, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motion No. 2 of Mrs. Chamberlain (Guelph -- Wellington), seconded by Mr. Duhamel (Parliamentary Secretary to the President of the Treasury Board), -- That Bill C-52, in Clause 16. be amended by replacing lines 39 to 45, on page 5, and line 1, on page 6, with the following:

``16. The Minister may do any thing for or on behalf of

(a) any department, board or agency of the Government of Canada or Crown corporation, or

(b) with the approval of the Governor in Council, any government, body or person in Canada or elsewhere that requests the Minister to do that thing,

where the Minister is authorized to do that thing under this''.

Motion No. 3 of Mr. Marchand (Québec-Est), seconded by Mr. Asselin (Charlevoix), -- That Bill C-52 be amended by deleting Clause 16.

Mr. Marchand (Québec-Est), seconded by Mr. de Savoye (Portneuf), moved Motion No. 4, -- That Bill C-52, in Clause 17, be amended:

(a) by replacing line 5, on page 6, with the following:

``17. (1) The Minister may, subject to any regu-''; and

(b) by adding after line 16, on page 6, the following:

``(2) Before any fees or charges are fixed under subsection (1) or increased, the Minister shall cause to be published in the Canada Gazette and in no fewer than two leading newspapers in each province a notice clearly indicating

(a) the products, services, rights, privileges, regulatory processes, approvals or use of facilities provided under subsection (1); and

(b) the fees or charges that have been fixed or increased pursuant to paragraph (1)(a).''

Motion No. 5 was not proceeded with.

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Bélair (Parliamentary Secretary to the Minister of Public Works and Government Services), moved Motion No. 6, -- That Bill C-52, in Clause 17, be amended by replacing lines 5 to 16, on page 6, with the following:

``17. The Minister may, subject to any regulations that the Treasury Board may make for the purposes of this section, charge for services provided by the Department pursuant to this Act or any other Act in force at the time this section comes into force.''

Motion No. 7 was not proceeded with.

Mr. Marchand (Québec-Est), seconded by Mr. de Savoye (Portneuf), moved Motion No. 8, -- That Bill C-52, in Clause 20, be amended:

(a) by replacing line 38, on page 6, with the following:

``20. (1) Subject to any regulations that; and''; and

(b) by adding after line 4, on page 7, the following:

``(2) Within the first five days of every month or, if the House of Commons is not then sitting, within the first three days next thereafter that the House is sitting, the Minister shall cause to be laid before the House copies of all contracts entered into under subsection (1) since copies of contracts entered into under subsection (1) were last laid before the House.

(3) The copies of contracts laid before the House of Commons pursuant to subsection (2) shall stand permanently referred to the committee established to consider matters relating to government operations.''

Mr. Marchand (Québec-Est), seconded by Mr. de Savoye (Portneuf), moved Motion No. 9, -- That Bill C-52, in Clause 20, be amended:

(a) by replacing line 38, on page 6, with the following:

``20. (1) Subject to any regulations that; and''; and

(b) by adding after line 4, on page 7, the following:

``(2) Within the first five days of every month, the Minister shall cause to be sent to every member of the House of Commons a list of the contracts entered into under subsection (1) in the preceding month that relate to a corporation or a firm

(a) having a place of business in the member's constituency; or

(b) providing products or services pursuant to the contract in the member's constituency.''

Mr. Sauvageau (Terrebonne), seconded by Mrs. Guay (Laurentides), moved, -- That the Motion be amended by deleting all the words after the word ``That'' and substituting the following:

``Bill C-94, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be not now read a third time but that it be read a third time this day six months hence.''
