PRIVATE MEMBERS' BUSINESS

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-307, An Act to amend the Canada Elections Act (polling hours).

Mrs. Terrana (Vancouver East), seconded by Mr. Reed (Halton -- Peel), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Debate arose thereon.

By unanimous consent, it was ordered, -- That the motion be amended by having the Bill referred, after second reading, to the Standing Committee on Procedure and House Affairs.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Procedure and House Affairs.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Marchi (Minister of the Environment), seconded by Mr. Goodale (Minister of Agriculture and Agri-Food), -- That Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese- based substances, be now read a third time and do pass.

The debate continued.

Mr. Morrison (Swift Current -- Maple Creek -- Assiniboia), seconded by Mr. Hill (Prince George -- Peace River), moved the following amendment, -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

    ``this House declines to give third reading to Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, since the Bill fails to address the impact of the import prohibition on certain manganese-based substances on international trade.''

Debate arose thereon.

Mr. Sauvageau (Terrebonne), seconded by Mrs. Guay (Laurentides), moved the following sub-amendment, -- That the amendment be amended by adding the following:

    ``and particularly, the impact of the said Bill on trade between Canada and the United States.''

Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada), seconded by Mr. Gagliano (Minister of Labour and Deputy Leader of the Government in the House of Commons), moved, -- That Mr. Peter Milliken, Member for the Electoral District of Kingston and the Islands, be appointed Deputy Chairman of Committees of the Whole House.

Debate arose thereon.

Mr. Strahl (Fraser Valley East), seconded by Mr. Speaker (Lethbridge), moved the following amendment, -- That the motion be amended by striking out the words ``Mr. Peter Milliken, Member for the Electoral District of Kingston and the Islands'' and substituting the following:

    ``Mrs. Daphne Jennings, Member for the Electoral District of Mission -- Coquitlam''.

PRESENTING REPORTS FROM COMMITTEES

By unanimous consent, Mr. Guimond (Beauport -- Montmorency -- Orléans), from the Standing Committee on Public Accounts, presented the 3rd Report of the Committee (Chapter 1 of the May 1996 Auditor General's Report). -- Sessional Paper No. 8510-352-44.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Issue No. 2, which includes this Report) was tabled.

MOTIONS
