QUESTION OF PRIVILEGE
A question of privilege having been raised by Mr. Fontana (London North Centre) on Friday, March 17, 2000, in relation to the premature disclosure by Mr. Benoit (Lakeland) of a draft report of the Standing Committee on Citizenship and Immigration, the Speaker ruled that there was a prima facie case of privilege.
Whereupon, Mr. Fontana (London North Centre), seconded by Mr. Mahoney (Mississauga West), moved, -- That the matter of the premature disclosure of the committee report by the Member for Lakeland be referred to the Standing Committee on Procedure and House Affairs.
Debate arose thereon.
Mr. Epp (Elk Island), seconded by Mr. Mark (Dauphin -- Swan River), moved the following amendment, -- That the motion be amended by deleting the word ``premature''.

By unanimous consent, it was ordered, -- That the debate on the motion concerning the question of privilege be deemed to have been concluded, that the question be deemed put on the amendment of Mr. Epp (Elk Island), seconded by Mr. Mark (Dauphin -- Swan River), and a recorded division be deemed requested and deferred until Wednesday, March 29, 2000, at the expiry of the time provided for Government Orders;
That the question be deemed to have been put on the motion for the third reading of Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts, and a recorded division deemed requested and deferred until Wednesday, March 29, 2000, at the expiry of the time provided for Government Orders; and

By unanimous consent, it was ordered, -- That, at the conclusion of today's debate on the motion for the second reading of Bill C-213, An Act to promote shipbuilding, 1999, all questions necessary to dispose of the said motion shall be deemed put and a recorded division deemed requested and deferred until Wednesday, March 29, 2000, at the expiry of the time provided for Government Orders.
