Pursuant to Standing Order 34(1), Ms. Torsney (Burlington) presented the Report of the Canadian Group of the Inter-Parliamentary Union respecting its participation at the 104th Inter-Parliamentary Conference, held in Jakarta, Indonesia, from October 12 to 21, 2000. -- Sessional Paper No. 8565-371-60-01.

Presenting Reports from Committees

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the Sixth Report of the Committee, which was as follows:

      The Committee further recommends that where a Member is appointed as permanent member to a Committee in accordance with this report and to which he was previously appointed Associate Member, the name of the Member be struck from the list of Associate Members of the said Committee.

Mr. Williams (St. Albert), from the Standing Committee on Public Accounts, presented the First Report of the Committee (11th, 12th, 14th, 15th, 16th and 17th Reports of the Standing Committee on Public Accounts in the Second Session of the 36th Parliament). -- Sessional Paper No. 8510-371-2.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Mr. Schmidt (Kelowna), from the Standing Joint Committee on Scrutiny of Regulations, presented the First Report of the Committee (additional terms of reference). -- Sessional Paper No. 8510-371-3.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. McLellan (Minister of Justice), seconded by Mr. Nault (Minister of Indian Affairs and Northern Development), Bill C-15, An Act to amend the Criminal Code and to amend other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``Act to amend the Criminal Code and to amend other Acts''.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Caccia (Davenport), seconded by Mr. Shepherd (Durham), Bill C-295, An Act respecting the protection of wildlife species in Canada from extirpation or extinction, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Kenney (Calgary Southeast), seconded by Mr. Chatters (Athabasca), Bill C-296, An Act to amend the Income Tax Act (allowances paid to elected officials), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Kenney (Calgary Southeast), seconded by Mr. Chatters (Athabasca), Bill C-297, An Act to promote the observance of two minutes of silence on Remembrance Day, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Kenney (Calgary Southeast), seconded by Mr. Chatters (Athabasca), Bill C-298, An Act to amend the Income Tax Act (exemption from taxation of 50% of U.S. social security payments to Canadian residents), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. McDonough (Halifax), seconded by Ms. Wasylycia-Leis (Winnipeg North Centre), Bill C-299, Parliamentarians' Code of Conduct, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Szabo (Parliamentary Secretary to the Minister of Public Works and Government Services), moved, -- That the Seventh Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

The House resumed consideration of the motion of Mr. Collenette (Minister of Transport), seconded by Ms. Fry (Secretary of State (Multiculturalism) (Status of Women)), -- That Bill C-14, An Act respecting shipping and navigation and to amend the Shipping Conferences Exemption Act, 1987 and other Acts, be now read a second time and referred to the Standing Committee on Transport and Government Operations.

The debate continued.

MOTIONS

By unanimous consent, it was ordered, -- That the Order made earlier today respecting the deferred recorded division on the motion for concurrence of the Seventh Report of the Standing Committee on Procedure and House Affairs be discharged and that the said motion be adopted.

Mr. Robinson (Burnaby -- Douglas), seconded by Ms. McDonough (Halifax), moved, -- That, in the opinion of this House, the government should take whatever measures are necessary to ensure that Canada does not participate in the research, development, or production of components for use in the proposed American National Missile Defense System. (Private Members' Business M-86)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
