Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. McLellan (Minister of Justice), seconded by Ms. Blondin-Andrew (Secretary of State (Children and Youth)), Bill C-24, An Act to amend the Criminal Code (organized crime and law enforcement) and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Vanclief (Minister of Agriculture and Agri-Food), seconded by Ms. McLellan (Minister of Justice), Bill C-25, An Act to amend the Farm Credit Corporation Act and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gallaway (Sarnia -- Lambton), seconded by Mr. Graham (Toronto Centre -- Rosedale), Bill C-334, An Act to amend the Divorce Act (child of the marriage), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Bigras (Rosemont -- Petite-Patrie), seconded by Mr. Guimond (Beauport -- Montmorency -- Côte-de-Beaupré -- Île d'Orléans), Bill C-335, An Act to amend the Controlled Drugs and Substances Act (medical use of marihuana), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Picard (Drummond), seconded by Mr. Dubé (Lévis-et Chutes-de-la-Chaudière), Bill C-336, An Act to amend the Criminal Code (genetic manipulation), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Adams (Peterborough), two concerning Canada's railways (Nos. 371-0145 and 371-0146) and one concerning health care services (No. 371-0147).

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-9, An Act to amend the Canada Elections Act and the Electoral Boundaries Readjustment Act, as reported by the Standing Committee on Procedure and House Affairs without amendment.

Pursuant to Standing Order 76.1(5), the Speaker selected for debate Motion No. 1.

Mr. Dubé (Lévis-et-Chutes-de-la-Chaudière), seconded by Mr. Guimond (Beauport -- Montmorency -- Côte-de-Beaupré -- Île d'Orléans), moved Motion No. 1, -- That Bill C-9, in Clause 2, be amended by replacing lines 31 to 33 on page 1 with the following:

    ``committee of the House of Commons that normally considers electoral matters, after consultation with the committee of the Senate that normally considers those matters.''

Pursuant to Standing Order 83(2), at the request of Mr. Martin (Minister of Finance), an Order of the Day was designated for the consideration of this Ways and Means motion.


Mr. Goodale (Minister of Natural Resources) laid upon the Table, -- Notice of a Ways and Means motion respecting the long-term management of nuclear fuel waste. (Ways and Means Proceedings No. 5) -- Sessional Paper No. 8570-371-5.

Pursuant to Standing Order 83(2), at the request of Mr. Goodale (Minister of Natural Resources), an Order of the Day was designated for the consideration of this Ways and Means motion.

MOTIONS

By unanimous consent, it was ordered, -- That the Standing Committee on Citizenship and Immigration be authorized to travel to Vancouver, Winnipeg, Toronto and Montreal, from April 29 to May 4, 2001, in relation to Bill C-11, An Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger; that the necessary staff do accompany the Committee; and that the Committee be authorized to televise its hearings.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Ms. Wasylycia-Leis (Winnipeg North Centre), seconded by Mr. Szabo (Mississauga South), moved, -- That in the opinion of this House, the government should consider the advisability of requiring that no person shall sell an alcoholic beverage in Canada unless the container in which the beverage is sold carries the following visible and clearly printed label: ``WARNING: Drinking alcohol during pregnancy can cause birth defects.'' (Private Members' Business M-155)
