The Speaker informed the House that, pursuant to the Act to amend the Parliament of Canada Act, Chapter 32, Statutes of Canada, 1997, Mr. Harris (Prince George -- Bulkley Valley) has been appointed a member of the Board of Internal Economy to replace Mr. Strahl (Fraser Valley).

First Reading of Senate Public Bills
Pursuant to Standing Order 69(2), on motion of Mr. Boudria (Leader of the Government in the House of Commons) for Mr. Martin (Minister of Finance), seconded by Mr. Rock (Minister of Health), Bill S-16, An Act to amend the Proceeds of Crime (Money Laundering) Act, was read the first time and ordered for a second reading at the next sitting of the House.
GOVERNMENT ORDERS
The Order was read for the third reading of Bill C-9, An Act to amend the Canada Elections Act and the Electoral Boundaries Readjustment Act.
Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Rock (Minister of Health), moved, -- That the Bill be now read a third time and do pass.
Debate arose thereon.
The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Monday, April 30, 2001, at the ordinary hour of daily adjournment.
The House resumed consideration of the motion of Ms. McLellan (Minister of Justice), seconded by Mr. Dion (Minister of Intergovernmental Affairs), -- That Bill C-24, An Act to amend the Criminal Code (organized crime and law enforcement) and to make consequential amendments to other Acts, be now read a second time and referred to the Standing Committee on Justice and Human Rights.
The debate continued.
The question was put on the motion and it was agreed to.
Accordingly, the Bill was read the second time and referred to the Standing Committee on Justice and Human Rights.
The House resumed consideration of the motion of Mr. Goodale (Minister of Natural Resources), seconded by Mr. Pagtakhan (Secretary of State (Asia-Pacific)), -- That Bill C-3, An Act to amend the Eldorado Nuclear Limited Reorganization and Divestiture Act and the Petro-Canada Public Participation Act, be now read a third time and do pass.
The debate continued.

Mr. St-Julien (Abitibi -- Baie-James -- Nunavik), seconded by Mrs. St-Jacques (Shefford), moved, -- That, in the opinion of this House, the Government should table emergency legislation regarding operating assistance for gold mines in Canada, in order to help gold mine operators cope with the rapid increase in production costs, and at the same time guaranteeing a fixed price for the gold they produce. (Private Members' Business M-295)
Debate arose thereon.
Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
