MESSAGES FROM THE SENATE

A Message was received from the Senate informing this House that the Senate has passed the following Bill, to which the concurrence of the House is desired:

    S-4, A First Act to harmonize federal law with the civil law of the Province of Quebec and to amend certain Acts in order to ensure that each language version takes into account the common law and the civil law.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-26, An Act to amend the Customs Act, the Customs Tariff, the Excise Act, the Excise Tax Act and the Income Tax Act in respect of tobacco.

Mr. Pettigrew (Minister for International Trade) for Mr. Martin (Minister of Finance), seconded by Ms. McLellan (Minister of Justice), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Ms. McLellan (Minister of Justice), -- That Bill C-26, An Act to amend the Customs Act, the Customs Tariff, the Excise Act, the Excise Tax Act and the Income Tax Act in respect of tobacco, be now read a second time and referred to the Standing Committee on Finance.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Finance.

The Order was read for the second reading and reference to the Standing Committee on Environment and Sustainable Development of Bill C-305, An Act to amend the Canadian Environmental Assessment Act (inventory of brownfields).

Mr. Keyes (Hamilton West), seconded by Mr. Bryden (Ancaster -- Dundas -- Flamborough -- Aldershot), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Environment and Sustainable Development.
