At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-203, An Act to amend the Bankruptcy and Insolvency Act (unpaid wages to rank first in priority in distribution).

Mr. Martin (Winnipeg Centre), seconded by Mr. Godin (Acadie -- Bathurst), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Anderson (Minister of the Environment), -- That Bill C-22, An Act to amend the Income Tax Act, the Income Tax Application Rules, certain Acts related to the Income Tax Act, the Canada Pension Plan, the Customs Act, the Excise Tax Act, the Modernization of Benefits and Obligations Act and another Act related to the Excise Tax Act, be now read a third time and do pass.

The debate continued.

Mr. Kenney (Calgary Southeast), seconded by Mr. Hilstrom (Selkirk -- Interlake), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``C-22, An Act to amend the Income Tax Act, the Income Tax Application Rules, certain Acts related to the Income Tax Act, the Canada Pension Plan, the Customs Act, the Excise Tax Act, the Modernization of Benefits and Obligations Act and another Act related to the Excise Tax Act, be not now read a third time but that it be read a third time this day six months hence.''

Debate arose thereon.

The question was put on the amendment and, pursuant to Standing Order 45, the recorded division was deferred until later this day, at the ordinary hour of daily adjournment.


The Order was read for the third reading of Bill C-17, An Act to amend the Budget Implementation Act, 1997 and the Financial Administration Act.

Mr. Williams (St. Albert), seconded by Mr. Kenney (Calgary Southeast), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``C-17, An Act to amend the Budget Implementation Act, 1997 and the Financial Administration Act, be not now read a third time but that it be referred back to the Standing Committee on Finance for the purpose of reconsidering Clause 6 and to consider the desirability of hearing from the Auditor General relating to his concern about the Canada Pension Plan Investment Board.''

First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. Collenette (Minister of Transport), seconded by Mr. Anderson (Minister of the Environment), Bill S-3, An Act to amend the Motor Vehicle Transport Act, 1987 and to make consequential amendments to other Acts, was read the first time and ordered for a second reading at the next sitting of the House.

    ``Bill C-10, An Act respecting the national marine conservation areas of Canada, be not now read a second time but that the Order be discharged, the Bill withdrawn, and the subject-matter thereof referred to the Standing Committee on Canadian Heritage.''
