Q-234 — — With regard to the $300 million commitment Canada made in 2003, in conjunction with the international community, as an effort to assist Iraq in its reconstruction: (a) to date, how much of the $300 million has been allocated for Iraqi reconstruction assistance; (b) what percentage of the money allocated thus far has been directed to areas largely occupied by minorities in Iraq; (c) what percentage has been directed to the ChaldoAssyrian population in the Nineveh Plains; (d) what action is the Minister taking to assist in the development of an effective security infrastructure in the Nineveh Plains; (e) since 2003, what amount of development assistance has been directed by the government to 'grassroots' non-governmental organizations in the Nineveh Plains; (f) what amount was directed to the Assyrian Aid Society and the Babylon Charitable Society towards assistance to the minorities in the Nineveh Plains; (g) since 2003, what action has the government taken to promote regional democratic development and local administration in the Nineveh Plains; and (h) what action will the government consider to stop any ethno-religious discrimination and abuses of the indigenous ChaldoAssyrian minority? — Sessional Paper No. 8555-392-234.

Statement by the Speaker

The Speaker ruled that the Seventh Report of the Standing Committee on Access to Information, Privacy and Ethics, presented on May 14, 2008, was improperly before the House, that it be deemed withdrawn and that no subsequent proceeding may be taken in relation thereto.

Accordingly, the said Report was deemed withdrawn and the notices of motions for concurrence in this Report, standing in the names of the Members for Moncton-Riverview-Dieppe and for Halifax West, were dropped from the Order Paper.

Motions

By unanimous consent, it was ordered, — That, in relation to its study of science and technology in Canada, 12 members of the Standing Committee on Industry, Science and Technology be authorized to travel to Winnipeg, Manitoba, Saskatoon, Saskatchewan and Vancouver, British Columbia, from May 25 to 30, 2008 and that the necessary staff do accompany the Committee.

By unanimous consent, it was ordered, — That, in relation to its study of economic development challenges in Canada’s northern territories, 12 members of the Standing Committee on Aboriginal Affairs and Northern Development be authorized to travel to Iqaluit and Pangnirtung, Nunavut, in June 2008 and that the necessary staff do accompany the Committee.

Accordingly, Bill C-47, An Act respecting family homes situated on First Nation reserves and matrimonial interests or rights in or to structures and lands situated on those reserves, was read the second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

The Order was read for the second reading and reference to the Standing Committee on Aboriginal Affairs and Northern Development of Bill C-34, An Act to give effect to the Tsawwassen First Nation Final Agreement and to make consequential amendments to other Acts.
