The House resumed consideration of the motion of Mr. Trudeau (Prime Minister), seconded by Mr. McCallum (Minister of Immigration, Refugees and Citizenship), — That the House support the government’s decision to ratify the Paris Agreement under the United Nations Framework Convention on Climate Change signed by Canada in New York on April 22, 2016; and that the House support the March 3, 2016, Vancouver Declaration calling on the federal government, the provinces, and territories to work together to develop a Pan-Canadian Framework on Clean Growth and Climate Change; (Government Business No. 8) |
And of the amendment of Mr. Fast (Abbotsford), seconded by Ms. Watts (South Surrey—White Rock), — That the motion be amended by deleting all the words after the words “April 22, 2016;” and substituting the following:

“and that the House call upon the federal government, the provinces, and the territories to develop a responsible plan to combat climate change that does not encroach on provincial or territorial jurisdiction or impose a tax increase on Canadians”;

And of the subamendment of Ms. Duncan (Edmonton Strathcona), seconded by Mr. Aubin (Trois-Rivières), — That the amendment be amended by:

(a) replacing the words “, the provinces, and the territories” with the words “to work with provincial, territorial, municipal and indigenous governments and the Canadian public”; and |
(b) deleting all the words after the words “combat climate change” and substituting the following: “that commits to targets that deliver on Canada's undertakings from the Paris Agreement, and finalizes the specific measures and investments to achieve those greenhouse gas reductions prior to ratification”. |
