| October 24, 2007 — Mrs. Barbot (Papineau) — That, in the opinion of the House, given that the Prime Minister has promised to eliminate the fiscal imbalance and that this imbalance cannot be eliminated without the elimination of the federal spending power in areas that fall under the jurisdiction of Quebec and the provinces being eliminated, the bill on federal spending power that the government will introduce should, at a minimum, provide for Quebec to have the right to opt out with no strings attached and with full financial compensation from any federal program, whether existing or not and cost-shared or not, which invades Quebec's areas of jurisdiction. | 24 octobre 2007 — Mme Barbot (Papineau) — Que, de l’avis de la Chambre, puisque le premier ministre s’est engagé à éliminer le déséquilibre fiscal et qu’une telle élimination ne peut se faire sans l’élimination du pouvoir fédéral de dépenser dans les champs de compétence du Québec et des provinces, le projet de loi que le gouvernement présentera sur le pouvoir fédéral de dépenser devra minimalement prévoir pour le Québec un droit de retrait sans condition et avec pleine compensation financière pour tout programme fédéral, existant ou non, cofinancé ou non, qui empiète dans les champs de compétence du Québec. |
