The Standing Committee on Procedure and House Affairs met in a televised session at 7:00 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

Acting Members present: Dave MacKenzie for Brad Butt and Erin O'Toole for Ted Opitz.

 

In attendance: Library of Parliament: Sebastian Spano, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: As individuals: Ian Lee, Professor, Carleton University; Leslie Seidle, Public Policy Consultant and Researcher; Jason Mycoff, Associate Professor, University of Delaware; Yasmin Dawood, Professor, Faculty of Law, University of Toronto; David McLaughlin, Strategic Advisor to the Dean, Faculty of Environment, University of Waterloo; Paul G. Pursuant to the Order of Reference of Monday, February 10, 2014, the Committee resumed consideration of Bill C-23, An Act to amend the Canada Elections Act and other Acts and to make consequential amendments to certain Acts.
 

Jason Mycoff, by videoconference from West Chester, Pennsylvania, Ian Lee and Leslie Seidle made statements and answered questions.

 

At 7:54 p.m., the sitting was suspended.

At 7:59 p.m., the sitting resumed.

 

Paul G. Thomas, by videoconference from Winnipeg, Manitoba, Yasmin Dawood and David McLaughlin made statements and answered questions.

 

At 8:56 p.m., the sitting was suspended.

At 9:02 p.m., the sitting resumed.

 

Bob Brown, David Shannon and Corey Willard made statements and answered questions.

 

At 9:56 p.m., the sitting was suspended.

At 10:00 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-23 no later than 12:00 p.m. (noon) on Friday, April 25, 2014.

 

It was agreed, — That the Committee commence its clause-by-clause study of Bill C-23 at its meeting of Tuesday, April 29, 2014 at 11:00 a.m.; and that the Committee continue clause-by-clause on Tuesday, April 29, 2014 from 7:00 p.m. to 11:00 p.m., on Wednesday, April 30, 2014, from 7:00 p.m. to 11:00 p.m. and on Thursday, May 1, 2014, starting at 11:00 a.m.

 

At 10:17 p.m., the Committee adjourned to the call of the Chair.
