A meeting of the Board of Internal Economy of the House of Commons was held on Monday, May 12, 2014 at 11:15 a.m., in Room 112-N, Centre Block.

In the Chair: The Honourable Andrew Scheer, Speaker of the House of Commons

Present: The Honourables Peter Van Loan, John Duncan, Rob Merrifield and Dominic LeBlanc; Mr. Philip Toone; Mrs. Nycole Turmel

Secretary to the Board: Audrey O’Brien, Clerk of the House of Commons

Also Present: Richard Denis, Deputy Law Clerk and Parliamentary Counsel; Mark Watters, Chief Financial Officer; Pierre Parent, Chief Human Resources Officer; Robin Kells, Secretariat

Minutes of Previous Meeting

The minutes of the meeting of May 7, 2014 were adopted and approved for tabling .

Business Arising from Previous Meeting

The Board discussed correspondence distributed since its last meeting on May 7, 2014. The Board also discussed its authority to transmit certain Board documents to the Standing Committee on Procedure and House Affairs in the matters of large-volume mailings and satellite offices.

Administration

Mandate for the Upcoming Round of Collective Bargaining

The Board discussed the mandate for the upcoming round of collective bargaining with the seven House of Commons bargaining units. The Board deferred its decision until the House Administration provides additional information.

Legal Matter

The Board did not approve the payment of legal fees in a complaint and in a civil lawsuit as they are incurred as this would depart from the Board’s current policy. The Board agreed to review its current policy and requested that the House Administration provide a policy analysis for consideration at a future meeting.

The Board discussed the matter, decided to conduct further research and directed the House Administration to brief the Whips on current usage by each party caucus.

Large-Volume Mailings – Progress Report

Because time did not permit the matter to be fully addressed at this meeting, the Board agreed to discuss the issue at a future meeting.
