A meeting of the Board of Internal Economy of the House of Commons was held on Tuesday, November 25, 2014 at 11:15 a.m., in Room 340-S, Centre Block.

Present: The Honourables Peter Van Loan, John Duncan, and Dominic LeBlanc; Mrs. Stella Ambler; Mrs. Nycole Turmel; Mr. Philip Toone

Minutes of Previous Meetings

The minutes of the meetings of November 4 and November 18, 2014 were adopted and approved for tabling.

Business Arising from Previous Meeting

The Board reviewed correspondence distributed since its last meeting.

Harassment

The Board discussed the impacts of a formal process on collective agreements and certain mechanisms for handling complaints that are already in place, and agreed to further discuss the subject after the necessary consultations have taken place.

Administration

Enhancing Security across the Parliamentary Precinct

The Sergeant-at-Arms and Deputy Sergeant-at-Arms presented a detailed proposal for security enhancements within the Parliamentary Precinct, including a costing to March 31, 2015. The Board approved the enhanced measures and the additional funding requested.

Drop-in Childcare Services within the Parliamentary Precinct

After consideration of the regulatory framework, the Board asked the House Administration to conduct a scalable analysis for drop-in childcare services that builds on daycare services already offered within the Parliamentary Precinct.

January 2, 2015

The Board agreed, in accordance with past practice regarding a working day that falls between two days off, to provide employees of the House of Commons Administration with a paid day off on Friday, January 2, 2015.

Second-Quarter Financial Status Report for Fiscal Year 2014–2015

The Board took note of the Second-Quarter Financial Status Report for fiscal year 2014–2015, as at September 30, 2014.

Audited Financial Statements for 2013–2014

The Board took note of the results of the audit of the 2013–2014 financial statements .

Members’ Allowances and Services

Language Training Cancellation Policy

The item was deferred to the next meeting.

Joint Interparliamentary Council

2013–2014 Annual Report on Parliamentary Associations

The Board took note of the fifth report on the activities and expenditures of parliamentary associations for fiscal year 2013–2014 , which was presented to the Joint Interparliamentary Council

The meeting was adjourned.
