MINUTES OF PROCEEDINGS

Meeting No. 4

Thursday, March 15, 2001

The Standing Committee on National Defence and Veterans Affairs met at 3:40 p.m., this day, in Room 307, West Block, the Chair, David Pratt, presiding.

Members of the Committee present: Claude Bachand, Peter Goldring, Art Hanger, Judi Longfield, John O'Reilly, David Pratt, David Price, Carmen Provenzano, Geoff Regan, Peter Stoffer, Elsie Wayne, Bryon Wilfert.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.

Pursuant to Standing Order 108(2), the Committee proceeded to the consideration of its report on the Procurement Study.

Bryon Wilfert moved, -- That the Committee, having considered the Third Report of the Standing Committee on National Defence and Veterans Affairs entitled "Procurement Study" which was tabled in the House on June 14, 2000, and having concurred in its findings, in accordance with provisions of Standing Order 109, requests that the Government provide a comprehensive response to this report; and, that the Chair be authorized to report this request to the House as the FIRST REPORT of the Committee.

After debate, the question being put on the motion, it was agreed to.

The Chair presented the First Report of the Sub-Committee on Agenda and Procedure which read as follows:

Your Sub-Committee met on Thursday, March 1st, 2001, and agreed to make the following recommendations:

  1. -- That the Minister of National Defence and the Minister of Veterans Affairs be invited to appear before the Committee on the Main Estimates 2001-2002.
  2. -- That the Committee undertake a study on the state of readiness of the Canadian Forces and related issues such as quality of life (including depleted uranium).

On motion of Judi Longfield, the First Report of the Sub-Committee on Agenda and Procedure was concurred in.

The Committee proceeded to the consideration of its future business.

On motion by Judi Longfield, it was agreed, -- That the Committee agree to accept the invitation of the Department of National Defence to visit their headquarters on Tuesday, March 20, 2001, and that the Clerk be authorized to obtain ground transportation at the Committee expense using the operations budget.

At 4:30 p.m., the Committee adjourned to the call of the Chair.
