Pursuant to the order of reference of Monday, May 16, 2022, the committee resumed its study of the Canada–People’s Republic of China relations.

The committee resumed consideration of a draft report.

At 8:23 p.m., the meeting was suspended.

At 8:31 p.m., the meeting resumed.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, pursuant to the order of reference of Monday, May 16, 2022, the committee conduct a study on Canada’s economic and diplomatic relations with the Hong Kong Special Administrative Region, including its Hong Kong Economic and Trade Office (HKETO), in light of Beijing’s imposition of the national security law that violates the Sino-British Joint Declaration; and that the committee examine the current regulatory, diplomatic, and trade privileges granted to Hong Kong through the Canada-Hong Kong Tax Agreement Act, the bilateral Foreign Investment Promotion and Protection Agreement (FIPA), and the Hong Kong Economic and Trade Office Privileges and Immunities Order, and that the committee to invite representatives of the Committee for Freedom in Hong Kong (CFHK) Foundation, the Minister of Foreign Affairs, officials from Global Affairs Canada, and the Minister of International Trade and Economic Development to appear as witnesses, as well as other interested stakeholders; that the committee conduct at least two meetings on this study, that the first meeting on this study be held no later than Monday, January 27, 2025, that the committee draft a report and request a response from the Government of Canada pursuant to Standing Order 109.
