Pursuant to Standing Order 106(4), the committee commenced consideration of the request by members of the committee to address the remarks made by a member of the committee.

Motion

Mario Beaulieu moved, — That, given the obscene and offensive comments made by the Liberal MP for Glengarry—Prescott—Russell to a witness defending the cause of the French language in Quebec, the committee report to the House:

a) that the Chief Government Whip and member of the Liberal leadership team immediately remove MP Francis Drouin from the Standing Committee on Official Languages and;

b) that MP Francis Drouin resign as the Chair of the Assemblée parlementaire de la Francophonie.

Debate arose thereon.

RULING BY THE CHAIR

The Chair ruled the motion inadmissible as it contravenes Standing Order 117.

At 8:36 p.m., the sitting was suspended.
At 8:37 p.m., the sitting resumed.

Whereupon, Mario Beaulieu appealed the decision of the Chair.

The question : ''Shall the decision of the Chair be sustained?'' was put and the decision was overturned on the following recorded division:

YEAS : Mona Fortier, Francis Drouin, Annie Koutrakis, Darrell Samson, Marc G. Serré— 5.

NAYS : Niki Ashton, Mario Beaulieu, Marc Dalton, Eric Melillo, Bernard Généreux, Joël Godin — 6;

The debate on the motion continued.
Amendment

Marc G. Serré moved, — That the motion be amended:

I) by replacing the words "report to the House" with the words "ask the Chair, on behalf of the committee, to apologize in writing to the witnesses Frédéric Lacroix and Nicolas Bourdon, regarding the events that took place on May 6."

II) By deleting points a) and b).

Debate arose thereon.

At 8:45 p.m., the sitting was suspended.

At 8:52 p.m., the sitting resumed.

At 9:03 p.m., the committee adjourned to the call of the Chair.
