Pursuant to Standing Order 108(3)(f) and the motion adopted by the committee on Wednesday, September 20, 2023, the committee resumed its study of economic development of official language minority communities.

The committee resumed consideration of a draft report.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $500, for the study of Annual Report 2023-24 of the Commissioner of Official Languages, be adopted.

It was agreed, — That the committee proceed to sit in public.

At 8:20 a.m., the sitting was suspended.

At 8:26 a.m., the sitting resumed in public.

Motion

Mario Beaulieu moved, — That the committee resume debate on the motion moved on May 20, 2024.

The question was put on the motion and it was agreed to on the following recorded division:

YEAS: Niki Ashton, Mario Beaulieu, Marc Dalton, Francis Drouin, Bernard Généreux, Joël Godin, Angelo Iacono, Annie Koutrakis, Stephanie Kusie, Darrell Samson, Marc G. Serré — 11;

NAYS: — 0.

The committee resumed consideration of the motion of Mario Beaulieu moved on Monday, May 20, 2024, which read as follows:

That, given the obscene and offensive comments made by the Liberal MP for Glengarry—Prescott—Russell to a witness defending the cause of the French language in Quebec, the committee report to the House:

  1. that the Chief Government Whip and member of the Liberal leadership team immediately remove MP Francis Drouin from the Standing Committee on Official Languages and;
  2. that MP Francis Drouin resign as the Chair of the Assemblée parlementaire de la Francophonie.

and on the amendment of Marc G. Serré on Monday, May 20, 2024, which reads as follows:

That the motion be amended:

I) by replacing the words "report to the House" with the words "ask the Chair, on behalf of the committee, to apologize in writing to the witnesses Frédéric Lacroix and Nicolas Bourdon, regarding the events that took place on May 6."

II) By deleting points a) and b).

A point of order was raised as to the procedural acceptability of the proposed amendment.

RULING BY THE CHAIR

The Chair declares the amendment admissible on the grounds that it relates to the main motion.

Whereupon, Joël Godin appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division:

YEAS: Francis Drouin, Angelo Iacono, Annie Koutrakis, Darrell Samson, Marc G. Serré — 5;

NAYS: Niki Ashton, Mario Beaulieu, Marc Dalton, Bernard Généreux, Joël Godin, Stephanie Kusie — 6.

The debate on the motion continued.

At 8:49 a.m., the sitting was suspended.

At 8:54 a.m., the sitting resumed.

Amendment

Darrell Samson moved, — That the motion be amended:

  1. by deleting the words "report to the House", and point a).
  2. by replacing the words “that MP Francis Drouin resign as the Chair of the” with the words "write to the clerk of the".
  3. by adding after the words "l’Assemblée parlementaire de la Francophonie”, the following "—section canadienne to call a meeting to vote on the presidency of the Assemblée parlementaire de la Francophonie—section canadienne".

Debate arose thereon.

At 8:56 a.m., the sitting was suspended.

At 9:01 a.m., the sitting resumed.

The debate resumed on the amendment of Darrell Samson.

It was agreed, — That the committee resume debate on the motion of Mario Beaulieu and on the amendment of Darrell Samson on May 27, 2024, after the study of the Annual Report 2023-24 of the Commissioner of Official Languages.

At 10:16 a.m., the committee adjourned to the call of the Chair.
