The committee resumed consideration of the motion of Marc Serré moved on Tuesday, November 1, 2022, which read as follows:

That, in relation to the consideration of Bill C-13, An Act to amend the Official Languages Act, to enact the Use of French in Federally Regulated Private Businesses Act and to make related amendments to other Acts:

  1. the Minister of Official Languages, the President of the Treasury Board and the Minister of Immigration, Refugees and Citizenship be invited to appear no later than Thursday, November 17, 2022;
  2. amendments to Bill C-13 be submitted to the clerk in both official languages no later than 5:00 p.m. ET on Thursday, November 17, 2022, and distributed to committee members in both official languages by 12:00 p.m. on Friday, November 18, 2022;
  3. the clerk of the committee write immediately to each member who is not a member of a caucus represented on the committee and any independent members to inform them of the study of the bill by the committee and to invite them to prepare and submit any proposed amendments to the bill which they would suggest that the committee consider during the clause-by-clause study of the bill;
  4. the committee proceed with clause-by-clause consideration of the bill no later than Tuesday, November 22, 2022, at 11:00 a.m. ET; and
  5. if the committee has not completed the clause-by-clause consideration of the bill by 12:00 p.m. ET on Thursday, December 1, 2022, all remaining amendments submitted to the committee shall be deemed moved, the Chair shall put the question, forthwith and successively, without further debate, on all remaining clauses and amendments submitted to the committee, as well as each and every question necessary to dispose of clause-by-clause consideration of the bill, as well as all questions necessary to report the bill to the House and to order the Chair to report the bill to the House as soon as possible.

and of the amendment, as amended, of Joël Godin moved on Tuesday, November 1, 2022, which read as follows:

That the motion be amended:

  1. by adding after the words “Treasury Board” in point one, the words “the Minister of Canadian Heritage”;
  2. by adding after the word “Citizenship” in point one, the words “as well as their department officials”;
  3. by adding after the word “appear” in point one, the words “for one hour per minister, in separate meetings”;
  4. by replacing the words “November 17” in point one, with the words “December 1”;
  5. by replacing the words “November 17” in point two, with the words “December 1”;
  6. by replacing the words “12:00 p.m. on Friday, November 18” in point two, with the words “5:00 p.m. on Friday, December 2”;
  7. by replacing the number “22” in point four, with the number “29”; and
  8. by deleting point five.

and of the subamendment of Niki Ashton moved on Thursday, November 24, 2022, which read as follows:

That the amendment be amended in paragraph (g), by replacing the words “November 29” with the words “December 6”.

The debate on the subamendment of Niki Ashton continued.

Motion

Marc G. Serré moved, — That, in relation to the consideration of Bill C-13, An Act to amend the Official Languages Act, to enact the Use of French in Federally Regulated Private Businesses Act and to make related amendments to other Acts:

  1. the Minister of Official Languages, the President of the Treasury Board, the Minister of Canadian Heritage and the Minister of Immigration, Refugees and Citizenship, as well as their department officials, be invited to appear for two meetings, for one hour per minister and department;
  2. amendments to Bill C-13 be submitted to the clerk in both official languages no later than 11:00 a.m. ET the business day following the last meeting with the ministers and departments;
  3. the clerk of the committee write immediately to each member who is not a member of a caucus represented on the committee and any independent members to inform them of the study of the bill by the committee and to invite them to prepare and submit any proposed amendments to the bill which they would suggest that the committee consider during the clause-by-clause study of the bill, that a copy of the present motion be distributed to these members, and that, once the deadline for submitting amendments is fixed, a reminder of this deadline be circulated by the clerk;
  4. the committee proceed with clause-by-clause consideration of the bill for a duration of eight meetings, at a frequency of two meetings per week, with the start of clause-by-clause being a minimum of 48 hours after the deadline for submitting amendments;
  5. if the committee judges that they must prolong the length of the clause-by-clause study, it can decide to do so if needed;
  6. if the committee decides that no additional meetings are needed, pursuant to paragraph five, all remaining amendments submitted to the committee shall be deemed moved, the Chair shall put the question, forthwith and successively, without further debate, on all remaining clauses and amendments submitted to the committee, as well as each and every question necessary to dispose of clause-by-clause consideration of the bill, as well as all questions necessary to report the bill to the House and to order the Chair to report the bill to the House as soon as possible.

It was agreed, — That the proposed supplementary budget in the amount of $12,125, for the study of Bill C-13, An Act to amend the Official Languages Act, to enact the Use of French in Federally Regulated Private Businesses Act and to make related amendments to other Acts, be adopted.

It was agreed, — That, in relation to the study of information session on best practices in supporting minority language communities, the proposed budget in the amount of $138,591.72, for the committee’s travel to Edinburgh (Scotland), Stornoway (Scotland), Glasgow (Scotland), Cardiff (Wales), Aberystwyth (Wales), Belfast (Northern Ireland), Galway (Ireland), London (England), Liverpool (England), and Dublin (Ireland) in winter-spring 2023, be adopted.
