The committee proceeded to the consideration of matters related to committee business.

The committee resumed consideration of the motion of Angelo Iacono moved on Tuesday, October 29, 2024, which read as follows:

That the Committee expresses its disappointment at the behaviour of Conservative MPs, notably the MP for Lethbridge and the MP for Brantford—Brant, toward Francophone ministers and toward the entirety of the Canadian population that speaks French, an official language of Canada;

That the Committee remind all MPs of their right to speak in whichever of the two official languages at all times in Parliament;

That the Committee request that the MP for Brantford—Brant apologises in the House to the Minister of Public Services and Procurement of Canada, to the 4,000 Franco-Ontarians in his riding, and to all Francophone MPs and all the Francophones in Canada;

That the Committee recognises that French is just as important to Canada’s bilingual status as English, and that French is indispensable to the Canadian identity;

That the Committee denounce the inaction of the Conservative leader in face of repeated antiFrancophone remarks by his MPs.

By unanimous consent, the motion was withdrawn.

Pursuant to Standing Order 108(3)(f) and the motion adopted by the committee on Monday, April 29, 2024, the committee resumed its study of minority-language education continuum.

Basile Dorion, Nicole Thibault and Ahdithya Visweswaran made statements and answered questions.

At 12:16 p.m., the meeting was suspended.

At 12:24 p.m., the meeting resumed in-camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $2000, for the study of federal funding for minority-language post-secondary institutions, be adopted.

It was agreed, — That the proposed supplementary budget in the amount of $2500, for the study of economic development of official language minority communities, be adopted.

Pursuant to Standing Order 108(3)(f) and the motion adopted by the committee on Monday, January 29, 2024, the committee resumed its study of language obligations related to the process of staffing or making appointments to key positions.

The committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Establishing Language Requirements for Governor in Council Appointments".

It was agreed, — That the Chair, clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 3:00 p.m. on Friday, November 29, 2024.

ORDERED, — That the Chair present the report to the House.

ORDERED, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release for publication on the committee’s website and for distribution upon presentation of the report to the House.

At 1:02 p.m., the committee adjourned to the call of the Chair.
