Pursuant to Standing Order 115(5), it was agreed that the Committee hear the witnesses statements before suspending the meeting.

Department of Fisheries and Oceans
• Philippe Morel, Assistant Deputy Minister, Aquatic Ecosystems Sector
• Hélène Marquis, Executive Director, Fisheries Protection Program and Major Projects
• Simon Nadeau, Senior Advisor, Ecosystem Science

Pursuant to Standing Order 108(2) and the motions adopted by the Committee on Tuesday, October 30, 2018, and Wednesday, May 1, 2019, the Committee resumed its study of aquatic invasive species.

Philippe Morel made a statement.

At 3:43 p.m., the sitting was suspended.

At 4:16 p.m., the sitting resumed.

Motion

Fin Donnelly moved, — That the Committee hold a meeting for the clause by clause consideration of Bill S-238 as soon as possible.

After debate, the question was put on the motion and it was agreed to.

Philippe Morel answered questions.

At 4:38 p.m., pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit for a few minutes longer.

Motion

Irene Mathyssen moved, — That the proposed amendments to Bill S-238 be submitted to the Clerk of the Committee in both official languages by 12:00 p.m. on Wednesday, May 22, 2019, at the latest.

RULING BY THE CHAIR

The Chair ruled the proposed motion inadmissible as proper notice was not given to members of the Committee as provided in the routine motion adopted by the Committee on Tuesday, February 16, 2016 and that the motion does not relate directly to the business under consideration.

Irene Mathyssen gave notice of the following motion:

That the proposed amendments to Bill S-238 be submitted to the Clerk of the Committee in both official languages by 12:00 p.m. on Wednesday, May 22, 2019, at the latest.

Philippe Morel and Simon Nadeau answered questions.

At 4:54 p.m., the Committee adjourned to the call of the Chair.
