It was agreed, — That the report be entitled: "Conditions for Growth: Reconsidering Closed Work Permits in the Temporary Foreign Workers Program".
It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.
It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.
It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 12:00 p.m. on Monday, November 4, 2024.

It was agreed, — That the committee meet in camera , in an informal meeting, with the United Nations High Commissioner for Refugees on Monday, November 4, 2024.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study to examine the recent steps taken by the Minister of Immigration, Refugees and Citizenship regarding the international student program, specifically including the introduction of the cap, the update to the financial requirements, and the recent and upcoming regulatory amendments regarding the international student program; that this study include a focus on the critical role of provinces and territories and their jurisdiction in this regard; review the current and future impact of recent federal reforms; that this study explore further steps that may be needed to ensure the long-term sustainability and success of the international student program as well as the success of international students in Canada and Quebec; that the study consist of no less than four meetings; that the Minister of Immigration, Refugees, and Citizenship appear for one hour with departmental officials along with the officials to appear for one additional hour; that the committee report its findings to the House; and that pursuant to Standing Order 109 the government table a comprehensive response to the report.

It was agreed, — That, as it relates to the committee's future business, the Minister of Immigration, Refugees and Citizenship appear on the 2024 Annual Report to Parliament on Immigration once it is tabled in the House and that the appearance take precedence on the scheduled meetings; that the priority for the upcoming study be, in order, (a) the study on Mandatory Provident Fund (MPF) for Hong Kongers, and (b) the study on the impact of the recent reforms to the International Student Program.
