Pursuant to the order of reference of Wednesday, November 16, 2022, the committee resumed consideration of Bill S-245, An Act to amend the Citizenship Act (granting citizenship to certain Canadians).

RULING BY THE CHAIR

A question of privilege having been raised by Tom Kmiec on Wednesday, May 3, 2023, regarding the apparent premature distribution of notices of amendments to Bill S-245, An Act to amend the Citizenship Act (granting citizenship to certain Canadians), to a member of the public, the Chair ruled that the matter relates to privilege.

Motion

Sukh Dhaliwal moved, — That, pursuant to Standing Order 108(2), the committee invite Randall Emery to appear on the current study of Bill S-245, An Act to amend the citizenship Act (granting citizenship to certain Canadians).

Debate arose thereon.

Amendment

Brad Redekopp moved, — That the motion be amended by adding after the words “certain Canadians)” the following: “, following which, the committee report to the House of Commons the potential breach of privilege resulting from the premature distribution of notices of amendments to Bill S-245, An Act to amend the Citizenship Act (granting citizenship to certain Canadians), to a member of the public before clause-by-clause consideration and amendments and subamendments were moved at committee”.

At 4:05 p.m., the sitting was suspended.

At 4:13 p.m., the sitting resumed.

After debate, the question was put on the amendment of Brad Redekopp and it was negatived on the following recorded division:

Motion

Michelle Rempel Garner moved, — That, should any relevant emails between Randall Emery and Members of Parliament or their staff exist, these emails be submitted to the the committee prior to the meeting scheduled for Wednesday, May 10, 2023.

Debate arose thereon.

On motion of Alexis Brunelle-Duceppe, it was agreed, — That the committee do now adjourn.

At 5:39 p.m., the committee adjourned to the call of the Chair.
