Pursuant to Standing Order 108(2) and the motions adopted by the committee on Monday, February 12, 2024, on Wednesday, May 1, 2024 and on Wednesday, June 12, 2024, the committee resumed its study of pension transferability and access to Mandatory Provident Fund (MPF), and delays in permanent residence and visas for Hong Kongers.

It was agreed, — That the proposed supplementary budget in the amount of $1,000, for the study of pension transferability and access to Mandatory Provident Fund (MPF), and delays in permanent residence and visas for Hong Kongers, be adopted.

Laura Hewitt and MaryScott Greenwood made statements and answered questions.

The committee proceeded to the consideration of matters related to committee business.

Motion

Tom Kmiec moved, — That, pursuant to Standing Order 108(1)(a), the committee request the Minister of Immigration, Refugees, and Citizenship to provide an unredacted version of the "Memorandum to the Minister: Updating the policy regarding the financial requirement for study permit eligibility for international students", submitted in response to the February 28, 2024, Motion for Production of Papers; and that any redactions applied under section 14 and 21 of the Access to Information Act be removed, while respecting exclusions under section 19, 23, 69, as the current redactions hinder the committee’s ability to discharge its duty of proper oversight and scrutiny.

Debate arose thereon.

At 11:52 a.m., the meeting was suspended.

At 12:15 p.m., the meeting resumed.

Amendment

Jenny Kwan moved, — That the motion be amended by adding at the end the following: “that the document be provided within 30 calendar days”.

The question was put on the amendment of Jenny Kwan and it was agreed to on the following recorded division:

YEAS: Alexis Brunelle-Duceppe, Tom Kmiec, Jenny Kwan, Larry Maguire, Greg McLean, Brad Redekopp — 6;

NAYS: Shafqat Ali, Paul Chiang, Fayçal El-Khoury, Arielle Kayabaga, Salma Zahid — 5.

After debate, the question was put on the motion, as amended, and it was agreed to on division.

The motion, as amended, read as follows:
