Minutes of Proceedings
Elinor Sloan, Aurel Braun and Margarita Assenova, by videoconference from Washington D.C., made statements and answered questions.
At 10:35 a.m., the sitting was suspended.
At 10:37 a.m., the sitting resumed.
James Bezan moved, — That the Committee undertake a study on the strategy and development of a new defence white paper and policy review by the government; that the study focus on the following:
- risks and threats assessment;
- capabilities and capacity;
- readiness and recruitment;
- procurement;
- national security and protection of sovereignty, including the Arctic and maritime approaches;
- deterrence, combat and peace keeping responsibilities, including NORAD, NATO, and the United Nations; and
That the Committee report its findings to the House of Commons by Tuesday, October 18, 2016.
After debate, the question was put on the motion and it was negatived on the following recorded division:
YEAS: James Bezan, Cheryl Gallant, Randall Garrison, Pierre Paul-Hus — 4;
NAYS: Darren Fisher, Mark Gerretsen, Jean R. Rioux, Sherry Romanado, Sven Spengemann — 5.
On motion of Mark Gerretsen, it was agreed, — That the Committee do now adjourn.
At 10:51 a.m., the Committee adjourned to the call of the Chair.
