It was agreed, — That the Second Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your subcommittee met on Thursday, September 29, 2022, to consider the business of the committee and agreed to make the following recommendations:

1. That the committee invite Karen Hogan, Auditor General of Canada, for one meeting to provide the committee with an overview of her 2022 report, “Processing Disability Benefits for Veterans” and the recommendations contained therein.
2. That, pursuant to Standing Order 108(2), the committee undertake a study on (a) the allegations that medical assistance in dying was offered to a Veteran unprompted by a Veterans Affairs Canada employee; (b) the impact that this could potentially have on Veteran’s mental health if offered; (c) current policies at Veterans Affairs Canada regarding medical assistance in dying being offered by third-party contractors; and (d) current policies at Veterans Affairs Canada surrounding palliative care; that the study consist of witness testimony and that the committee invite individual Veterans, stakeholder groups, department officials and the Minister of Veterans Affairs; that the committee convene up to three meetings for that study and that the findings shall be reported to the House upon completion of the study.
3. That the committee undertake a study of the impact of the new rehab contract awarded by Veterans Affairs Canada on the role of the case manager and the quality of service delivery; and that no fewer than two meetings be devoted to this study; that the study consist of witness testimony from the union, case managers, department officials, and individual Veterans; and that the findings shall be reported to the House upon completion of the study.
4. That the committee conduct a study on Veterans' employment post-service and the benefits of creating a National Veterans Employment Strategy, including employment and training services offered by the Government of Canada and external partners; Veterans Affairs Canada’s recent Education and Training Benefit; challenges and barriers to Veterans’ employment both within the public service and the private sector; and that the committee table a report with recommendations on how the government can improve training and employment support services tailored to the unique experiences and needs of Veterans.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study on the experience of women Veterans, with regard to: (a) physical health, mental health, and safety concerns, (b) supports for their transition to civilian life, (c) sexual trauma during service, (d) housing and homelessness, and (e) Veterans Affairs Canada programs and supports for women Veterans; that the committee further examine the benefits and services offered to Veterans who were victims of sexual misconduct during their military service; that the committee invite the Minister of Veterans Affairs and department officials; that the committee hold no fewer than six meetings to hear from witnesses; that at least two meetings be dedicated to hearing from women Veterans who have experienced sexual misconduct in the military and how that affects them post service and for the committee to consider holding those meetings in camera when confidentiality is requested; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study on how the inflation and cost-of-living crisis is affecting Veterans and their families; that the committee invite individual Veterans, stakeholder groups, department officials and the Minister of Veterans Affairs to appear on this study; that one meeting be dedicated to that study and that the committee report its findings to the House.

It was agreed, — That, in relation to the study of medical assistance in dying and the role of the case manager, members of the committee send their suggested lists of witnesses to the clerk no later than 4:00 p.m. on Friday, October 7, 2022.
