Pursuant to Standing Order 108(2) and the motions adopted by the committee on Thursday, February 8, 2024, and on Tuesday, September 24, 2024, the committee resumed its study of impact of border carbon adjustments and reciprocity of standards on Canadian agriculture.

Monika Tothova and Angela Bedard-Haughn made statements and answered questions.

At 9:25 a.m., the meeting was suspended.

At 9:31 a.m., the meeting resumed in camera.

The committee proceeded to give drafting instructions to the analysts for a draft report.

The committee proceeded to the consideration of matters related to committee business.

The Chair presented the Eighth Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Tuesday, October 22, 2024, to consider the business of the committee and agreed to make the following recommendations:

  1. That the committee call witnesses to testify in relation to the Fall Economic Statement and specific non-cost regulatory measures or low-cost fiscal initiatives that could support the agricultural sector or specific commodity groups; that witnesses be asked to ensure that their testimony and recommendations respect the intent of the motion;
  2. That the committee call witnesses to testify in relation to initiatives that can support the intergenerational transfer of farms, and the ability to encourage new entrants to the industry by supporting their financial viability;
  3. That the committee call witnesses to testify to issues and opportunities in relation to Canada's agriculture sector and the railroad industry;
  4. That the committee call witnesses in relation to disbursements received by Sollio Cooperative Group in connection to fertilizer tariffs that the government of Canada returned and any subsequent return of money to the government of Canada;
  5. That the Committee call witnesses in relation to the protection of agricultural land in Canada, specifically, what provincial and municipal governments are doing to ensure arable land remains available for farming, and what measures can be taken at the federal level to support Canada's farmers;
  6. And that the Chair, in collaboration with the clerk and the analysts, schedule the committee meetings accordingly.

It was agreed, — That the Eighth Report from the subcommittee, as amended, be concurred in.
