Pursuant to Standing Order 108(2) and the motions adopted by the committee on Monday, January 31, 2022, on Wednesday, October 5, 2022, and on Monday, April 17, 2023, the committee resumed its study of environmental contribution of agriculture.

The committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Stewards of the Land: Examining Canadian Agriculture's Environmental Contribution".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 4:00 p.m. on Tuesday, October 24, 2023.

ORDERED, — That the Chair present the report to the House.

ORDERED, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release for publication on the committee’s website and for distribution upon presentation of the report to the House.
The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, in relation to recent commitments made by the Government of Canada to stabilize and lower food prices, the committee undertake a study and invite the Minister of Innovation, Science and Industry, the Minister of Agriculture and Agri-Food and the Minister of Finance to appear before the committee for one hour each to answer questions and explain measures that are being taken; that the committee invite and, if this invitation is not accepted, summons, pursuant to Standing Order 108(1), the following to appear before the committee to answer questions and explain measures that are being taken: Galen G. Weston, Chairman and President of Loblaw Companies Limited; Eric La Flèche, President and CEO of Metro Inc.; Michael Medline, President and CEO of Empire Company Limited; Gonzalo Gebara, President and CEO of Wal-Mart Canada Corp.; Pierre Riel, Executive Vice President and Chief Operating Officer of Costco Wholesale Canada Ltd; and that the committee extend invitations to other stakeholders, including domestic and international food processors, to discuss supply chain impacts;

That pursuant to Standing Order 108(1), the committee send for, from the grocery chains Loblaw, Metro, Empire, Walmart and Costco, a comprehensive report on their strategies and initiatives taken to date and on further actions aimed at the stabilization of grocery prices in Canada; that the documents be submitted by Thursday, November 2, 2023, and examined in an in camera review; and that the committee report its findings to the House.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study on animal transport regulations and its conflicts with new electronic logging device (ELD) regulations; that the committee hold a minimum of two meetings to hear from the Minister of Transport and witnesses; and that the committee report its findings to the House.

At 9:45 a.m., the committee adjourned to the call of the Chair.
