Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, February 8, 2024, the committee resumed the review of the Fisheries Act.

Todd Williams and Jacinthe David made statements and, with Miriam Padolsky, Gorazd Ruseski and David Vigneault, answered questions.

Motion

Mel Arnold moved, — That the committee plan an additional two-hour meeting for the current review of the Fisheries Act and invite the following to appear for two hours: a) the Minister of Fisheries, Oceans and the Canadian Coast Guard; b) the Deputy Minister Annette Gibbons; c) the Assistant Deputy Minister Adam Burns; and d) the Director General of the Conservation and Protection Branch.

Debate arose thereon.

Amendment

Lisa Marie Barron moved, — That the motion be amended by adding after the words “Protection Branch” the following: “and that the study is not completed until these following witnesses appear”.

The motion, as amended, read as follows:

Motion

Lisa Marie Barron moved, — That, given that the House of Commons Administration serves only farmed salmon in its food and catering services, and that open net pen fish farms pollute our waters and spread diseases in the surrounding marine ecosystem, and that the government has committed to a transition away from open net pen salmon farms, the committee write a letter to the Speaker of the House of Commons calling for the House of Commons Administration to end the practice of purchasing farmed salmon from open net pen salmon farms.

Debate arose thereon.

Amendment

Patrick Weiler moved, — That the motion be amended by adding after the words “transition away from open net pen salmon farms” the following: “in British Columbia”; and, by adding after the words “purchasing farmed salmon from open net pen salmon farms” the following: “from British Columbia”.

It was agreed, — That, in relation to the study of the impact of the reopening of the cod fishery in Newfoundland and Labrador and Quebec, the deadline for the submission of additional instructions and recommendations be on Friday, December 6, 2024, at 5:00 p.m.

It was agreed, — That the proposed budget in the amount of $500.00, for the study of the Supplementary Estimates (B), 2024-25, be adopted.
