Pursuant to Standing Order 108(3)(a)(viii) and the motion adopted by the committee on Thursday, September 19, 2024, the committee commenced its study of forms and procedural and interpretative guidelines from the Conflict of Interest and Ethics Commissioner.

Konrad Winrich von Finckenstein made a statement and, with Lyne Robinson-Dalpé, answered questions.

At 11:48 a.m., the meeting was suspended.

At 11:56 a.m., the meeting resumed.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, in relation to Bill C-377, An Act to amend the Parliament of Canada Act (need to know), the committee hear witness testimony on Tuesday, October 1, 2024, and on Thursday, October 3, 2024; and that the committee proceed to clause-by-clause consideration of this bill on Tuesday, October 8, 2024.

It was agreed, — That, in relation to the review of the Members of the House of Commons Workplace Harassment and Violence Prevention Policy, the committee hear witness testimony on Thursday, October 10, 2024, on Thursday, October 22, 2024, and on Tuesday, October 29, 2024.

It was agreed, — That, in relation to the question of privilege related to cyber attacks targeting Members of Parliament, the committee hear witness testimony on Thursday, October 24, 2024.

It was agreed, — That, in in relation to Bill C-65, An Act to amend the Canada Elections Act, the committee hear witness testimony on Thursday, October 31, 2024, on Tuesday, November 5, 2024, on Thursday, November 7, 2024, on Tuesday, November 19, 2024, and on Thursday, November 21, 2024; that the deadline to submit witnesses be on Monday, October 28, 2024, at 4 p.m.; that the deadline to submit amendments be on Monday, November 25, 2024, at 4 p.m. and that the committee proceed to clause-by-clause consideration of the bill on Tuesday, December 3, 2024, and on Thursday, December 5, 2024.

It was agreed, — That, in relation to M-109 Instruction to the Standing Committee on Procedure and House Affairs (amendments to the Standing Orders), the committee hear witness testimony on Tuesday, November 26, 2024, on Thursday, November 28, 2024, on Tuesday, December 10, 2024, and on Thursday, December 12, 2024.

At 12:27 p.m., the committee adjourned to the call of the Chair.
