Pursuant to Standing Order 106(2), the committee proceeded to the election of a vice-chair.

It was agreed, — That Michael Cooper be elected First Vice-Chair of the committee.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, in relation to the access to information request received by Royal Canadian Mounted Police and communicated to the committee on August 10, 2023, to which documents related to the committee’s proceedings are not responsive, the committee instruct the clerk to authorize disclosure of said documents (provided that they may be redacted so as not to be prejudicial to the House, its committees or anyone who participated in the proceedings in question), with the understanding that they remain protected by parliamentary privilege.

It was agreed, — That the committee hold an informal meeting with a parliamentary delegation from the United Kingdom on Monday, October 16, 2023, and that the clerk, in consultation with the Chair, make arrangements for a working meal to be provided.

It was agreed, — That, in relation to its order of reference of Wednesday, May 10, 2023, concerning the intimidation campaign orchestrated by Wei Zhao against the Member for Wellington—Halton Hills and other Members, the committee:

(a) expand the scope of this study, further to the Speaker’s ruling of Wednesday, May 31, 2023, and the evidence of the Acting Clerk of the House on Thursday, June 8, 2023, to include the matters raised in the House by the Honourable Erin O’Toole on Tuesday, May 30, 2023;

(b) make the evidence received during this study available for its study on foreign election interference;

(c) deem the evidence, including testimony and documents, received by, and publicly available on the website of, the Public Inquiry into Foreign Interference in Federal Electoral Processes and Democratic Institutions to have been received by this committee and may be used in its reports, provided that it shall not limit the questions which may be asked of witnesses appearing before the committee or documents which may be requested or ordered to be produced by the committee;

(d) invite each of the following to appear on his or her own:

(i) the Honourable Erin O’Toole, for two hours,

(ii) the Honourable Ian Shugart, former Clerk of the Privy Council, for one hour,

(iii) Rob Stewart, former Deputy Minister of Public Safety and Emergency Preparedness, for one hour,

(iv) Marta Morgan, former Deputy Minister of Foreign Affairs, for one hour;

(e) invite the following witnesses to appear: officials responsible for Canada’s G7 Rapid Response Mechanism;

(f) invite the Honourable Bill Blair, former Minister of Public Safety and Emergency Preparedness, to re-appear for an additional hour;

(g) re-invite to appear on his own: Mike MacDonald, former Acting National Security and Intelligence Advisor to the Prime Minister, for one hour; and

(h) that the study in relation to the question of privilege with regard to the Member for Wellington—Halton Hills and other Members take priority over other committee business.

At 1:07 p.m., the committee adjourned to the call of the Chair.
